I think it should be Rhea vs Charlotte. Charlotte is a big star, and I think Rhea is becoming a total superstar and deserves that headliner treatment. Plus the match will kick ass and hopefully be a show stealer.
I know people fixate on Charlotte when the idea comes up, but I think a big part of it main eventing if it does would be to really solidify it as a huge moment for Rhea. The other thing is that it's been quite a while since a women's PPV main event, and though last year had special circumstances with Stone Cold wrestling his first match in 19 years, something else main eventing Night 1 this year helps normalise the idea that both nights should be male main events.

Rhea vs Charlotte wouldn't be a bad choice, Rhea won the Rumble, after all, but it depends some on what the plan is. If Kevin/Sami may be involved in the Cody vs Roman match, that may mean it happens on the same day.

The only argument for putting Charlotte/Rhea as a headliner over a potential Sami/KO vs. Usos match is “all four men can’t do the match”. That’s it.

Well, she wasn't the only one but she did play a major role in the transformation of the women's division, going all the way back to her breakthrough Takeover match with Natalya in May 2014. It's forgotten now given the various circumstances that led to Becky's rise and then led to her winning the WM 35 main event, but after Charlotte and Ronda were involved in the standout matches at WM 34, it was heavily rumoured that they were going to main-event WM 35. Plus in this particular case there's extra history there due to Charlotte winning their (very good) WM 36 match.
