Even if we remember Nash/Rey mostly for Rey losing his mask to him (even if, again, WWE will bury that everywhere but historical PPVs), the lawn-dart segment helped show Rey wasn't afraid of taking on a giant, and there was at least one WCW match (don't remember where, think it was a Nitro) where Rey did get a pinfall victory. Showed that Rey could hang in there with the giants in the ring, which made a later match Rey had against Flair for the world title much more interesting because you could feel Rey had a good chance of surprising Flair and getting the win. In a way, it was a prototype for Nash's X-Division stuff.

Could also be because they waited so long, and weren't able to get either The Rock or Batista, so they didn't have as much time to build a larger class. But I think a smaller handful of few works better in the long run, as you don't run out of people. I mean soon we'll have to dip into guys like Cena and Randy for it (Batista was already a start but he confirmed he'd retired already).

Smaller classes also means they're burning through the stock of talent a bit slower. I know they'd the burden of selling dedicated tickets at one point, but some of the earlier classes of the revived HoF would have sometime 3 or 4 potential headliners on the one card.

Yeah the 2013 class was Bruno, Backlund, Foley, Trish and Booker (and a celebrity induction that will go unnamed). That’s five headliners in one class. Foley actually was announced as the headliner until Triple H scored the Bruno coup. They definitely burned through a ton of big names in 10 years.
Better to have smaller classes with a solid headliner and a couple solid names under them than having to take a break for a few years to wait for some more retirements.

Honestly inducting Rey kind of opens a lot of doors for future headliners because now the precedent's already set to where you can induct, say, Orton before he actually hangs it up.
