When was the last time they used it to elevate someone instead just a really short push to be fed to someone?

in 2008 it resulted in power hungry William Regal as KOTR winner and RAW General Manager ... that was going great until he tested positive in the wellness policy
in 2006 it gave us the great King Booker
before that in 2002 it was Brock Lesnar and 2001 it stared the singles push of Edge

Xavier Woods winning was a super feel good moment with an absolute banger entrance song and I wish they had ran with it longer. And he referenced Betty White too, this was shortly after her passing.

I'd say the original two: Harley and Haku, and Duggan by proxy. Macho King started out okay, but he got away from dressing like one aside from the throne so it made less sense.

Definitely King Booker. Let’s take a look at all of the King Of The Ring winners since 1993 and see who actually benefited from the tournament.
1993: Bret Hart, who didn’t need the win and only won as a consolation prize for the Hogan nonsense at WrestleMania 9
1994: Owen Hart, who can be argued that he didn’t really need it since he had a claim to the title after beating Bret cleanly at WrestleMania 10
1995: Mabel, arguably the worst winner, and was gone from the company by the end of the year
1996: Steve Austin, who did get the “Austin 3:16” moment, but didn’t really become relevant until his feud with Bret in the fall (Austin was even left off of the SummerSlam 1996 main card)
1997: Hunter Hearst Helmsley, don’t know how much he actually benefited from the tournament, but I didn’t really care about Helmsley until the DX stuff with Shawn started in the fall
1998: Ken Shamrock, who I don’t remember doing much of anything after winning the tournament. I know he was in McMahon’s corporation by the end of the year
1999: Billy Gunn, another contender for worst winner, who got buried by The Rock almost immediately after winning
2000: Kurt Angle, who was already very much over and on the rise and didn’t really need the tournament win
2001: Edge, who won during the Invasion storyline, and the tournament was pretty much an afterthought
2002: Brock Lesnar, who just like Angle, didn’t need it, and was on the fast track to the main event
2006: Booker T, who got the epic King Booker gimmick
After 2006, most of the King Of The Ring winners were irrelevant.

A great story would have been Bulldog and Shawn making it to the the finals in what would have been face vs face but instead of doing Davey’s heel turn against Diesel that summer, it could’ve been done here to get revenge on HBK for the Royal Rumble. Bulldog could’ve found some underhanded heel tactic to steal the win and become King.

Probably Regal. It’s always been a take it or leave it thing with me. I was really excited when Xavier won it because I thought it was the start of a good singles run for him but noooooooo, gotta have Roman Big Dawg squash it dead

Hard disagree on some of these. Owen's win in 1994 showcased what he could do against three very different workers, made it much harder to claim his WM win over Bret was a fluke and established him in the main-event scene for anyone still stuck on his High Energy days. Angle's win in 2000 catapulted him straight toward the world title after he'd lost the Euro and IC belts. And "King Kurt" was perfect for his character. Edge's (which I still count as pre-Invasion) successfully separated him from Christian as a proven singles star. Lesnar was the rookie killing machine when he won, and this was the moment where they absolutely set him up as a world title threat and you wondered who was going to be able to actually stop him.

I last time that I cared about the King gimmick was when Randy Savage was the King in WWF from 1989-1991.
