Not when you consider the bigger picture.
The match of Rey winning the title is the single biggest ratings Raw got throughout the entire Punk angle. People forget that Rey was absolute red hot as a face and breaking through. You have Rey lose that, you run off the crowd who tuned in for Rey's big moment forever.
What they should have done is Rey beats Miz to win the title tournament and then Rey-Cena headlines Summerslam and Punk shows up at the PPV.

He was by far hotter at that time and the bigger Draw! Hotter maybe, and probably sold a lot more t-shirts than Rey but ratings were slightly down versus 2011 for Summer of Punk and Summerslam 2011 drew 50000+ less buys than the year previous and that's before WWE did damage to Punk's brand that somehow ended up with Nash/HHH and the year long semi-main run. Maybe that could've been worse/better with someone else in the role, I dunno, but I maintain they could've done similar business with Mysterio/Cena at Summerslam and let anticipation build for Punk's return a bit more/generally just run with the angle a bit more than rushing to the conclusion. |

He was by far hotter at that time and the bigger Draw!No, he wasn't. Ratings-wise segment-by-segment Rey was out-performing Punk throughout the whole Summer of Punk. I know we as fans get caught up on how hot and fun that summer was because of Punk, but if you look at the actual metrics, Rey was extremely hot and never more over than he was during that period. |

This can be attributed to only three matches being announced before the show itself. Historically speaking, any time a wrestling pay-per-view only has a fraction of the card revealed the buys dip. Not doing Cena/Mysterio at Summerslam was such a missed opportunity. I think Jeff Hardy during his prime 2008-09 years v Cena in a big PPV match would have been even bigger but I'd call Cena/Rey a bigger dropped ball because there was such an easy opening there for it that never really was for Cena/Jeff.
Rey winning the title, losing it to Cena and Punk returning was at least a months worth of stuff but they rushed it all into the one episode. It seemed so obvious that you do:
July/Aug TV - Rey wins the WWE title tournament, says he's giving Cena a shot at Summerslam since he was distracted by Laurinaitis at MITB and while this is happening Punk continues showing up to random conventions and indy shows with the title.
Summerslam - Cena beats Rey, Punk returns after and the final shot of the PPV is Cena/Punk both holding their titles up, setting up their unification match at the perfectly named Night of Champions the next month.
Cena/Rey would have been a huge Summerslam main event and even not announced people would have pretty much expected Punk to show up.

At the time I didn't mind as Cena and Mysterio were probably my two least favorite wrestlers so I was glad that wasn't the big Summerslam match. However looking back from a business standpoint it does seem dumb they didn't do it. Especially with the moronic way they did go about it with a fresh Cena challenging another face to a title match after said face had just finished wrestling another match to win the title. Only way that would make sense is if they turned Cena heel which wasn't the case.

Precisely, because then Miz, in his eyes, has been screwed out of the title by Cena again, and suddenly his (and Truth’s) rampage means something. You can still have Rey/Cena give Rey the first title shot, infuriating Miz even further. |

It's rather silly how WwE management had this belief that guys like Mysterio or Daniel Bryan couldn't hold their most prestigious title for more than a cup of coffee.
Really makes the moment less satisfying when you see how short it was.

While we're on the subject, Miz vs Rey is a pretty fun underrated gem. Ranjin Sighn directed that episode of Raw, and that match is an example of when quick cuts can be done right to add to a match.

Yeah, people somehow started saying Cena challenged Rey right after the match... but HHH is the one that made the decision. Also the reason they quickly had Punk come back was because the night after Money in the Bank people were complaining that Punk wasn't on the show...when that was the entire point... so they pulled him back as soon as possible. |
