My theory about them and Judgment Day being around is because they want to establish Dom as a heel but want to book him against "good hands" while controlling the amount of wrestling experience he gets. As long as Rey does his best to get him over consistently, people boo him and his weaknesses are hidden as part of a team instead of figuring stuff out by himself, both Judgment Day and LWO have a reason to be.
