HHH, the wrestler, worked with the people who drew money. He was a great worker for a lot of his career, but the reign of terror really drags his legacy down. His booking legacy was off to a terrific start with NXT 1.0. Now that he is sitting in the big boy chair and booking the main shows, he is off to a great start and has tremendous talent to work with.
I guess my answer is that it depends. He is 55 years old now. He can book effectively for the next 15 to 20 years and maybe more. He seems to be more apt to listen to others than VKM. He has all of the tools mentally to make compelling storylines, no pun intended, he is a student of the game. I hope he ends up being more remembered for his booking, since that will make WWE more watchable and be better for business, once again no pun intended.

He's a way better booker in my opinion.
When I rewatch 2000s WWE, it stands out how out of place as "the guy" he was. Wasn't nearly as good as guys like HBK or Hart in the ring. Couldn't cut a promo like The Rock and Stone Cold. And there was nothing particularly cool or unique about him. You look at Batista and you think "Holy shit, who's that guy?" But Triple H didn't have that same appeal. I realize in retrospect that the fact that he was the boss's son-in-law, really was the reason he was pushed so hard. He would have still been a star if he didn't marry Steph. But it's naive to think that didn't bump up his status by a good 50% or so.

The booker because most of his time on top (2002-2011) is not remembered fondly or even pushed by WWE as a great period historically. I just realized that neither TNA or WWE were appealing enough during this same time period due to the twin reigns of terror of HHH in WWE and Double J in TNA. I got turned off from wrestling in general for about 2 years until Daniel Bryan's unexpected rise to the top in 2014. I admit I haven't watched RAW, NXT or any AEW programming for months now due to a refusal to pay big money to stream those channels. HHH as a booker I can respect especially after discovering the Black and Gold NXT for the first time (2015-16).

Hunter was a great wrestler in that I think he helped both Batista and Cena more than many people recognize, especially Cena. But he never fit in as the 100% face of the company, even pre quad you had Rock and then Angle outpacing him. Maybe he’s better remembered if you do a direct swap between him and Angle in early 2003 just because Smackdown at the time was just a great wrestling show while Raw sucked, but a big reason why the shows were so different was because of him so idk.
If we pretend Fritz Von Erich just never had kids, I think HHH’s legacy will look similar. Fritz was a good wrestler, great traveling heel. But he wasn’t close to some of his peers, names like Thesz, Sammartino, Gagne, in talent or as a draw. But then as his career winded down, he took the Dallas office and helped make it a big deal between tickets and the Pat Robertson tv deal that gave World Class a ridiculous amount of coverage for a non-WWE non-Turner promotion. That would be his real legacy if he wasn’t a piece of shit father.

Booker so easily it’s comical. His matches put me to sleep. His push made me tune out. Meanwhile…replacing Vince in creative made me tune in again. Couldn’t be more opposite.

Honestly even if you can get past the Reign of Terror, the big issue with Triple H the wrestler is how they went overboard with hyping things like him vs Taker at Mania, or hyping his "King of Kings" nickname just for a match with King Booker. But overall I think when Triple H the wrestler wasn't trying to make himself seem like the coolest, toughest, wrestler on the planet he's fine.
I think Triple H the booker is very up and down. I think NXT was magical from when it launched to about 2016 then was up and down. I think his first few months with WWE as main booker was great but also up and down since.

I’d argue that having been such a major part of wrestling’s biggest boom, nothing he’ll ever do will ever come close to outshining HHH the wrestler, even if he wasn’t as popular as others.
It’s just a remnant of how freaking huge wrestling was during the Attitude era. Dwayne Johnson can be the biggest movie star the world has ever seen, and he’ll never, ever shake “hey, it’s the Rock!”
To modern wrestling fans, he’ll be more known as a booker, but HHH the household name will always be associated with DX and his wrestling career.

I hated him as a wrestler and I think it makes me have a bias against him as a booker, something about him just puts me off in the wrong way. While I can enjoy the shows, I just don't care anytime I have to see or hear HHH speak. But him staying in the background and putting shows together without me having to see much of him is fine.

HHH post quad injury (2002-beyond) is the worst wrestling character of all time. Didn't show weakness as a heel or vulnerability as a face, so even when he lost it meant nothing with one exception (Batista). That's literally the only time I can think of in that time period where he played the heel to perfection. Otherwise, he was just a chore as a character. As a face specifically he was awful.
Better booker by default.
