Even if Alexa returns on this show I can't at all picture them throwing her right into the title scene. One, because it'd probably be hard to coordinate around the Uncle Howdy stuff just now starting, 2), because she's been gone for ages and is probably quite rusty, and 3), even before she left she was pretty consistently awful in the ring for a long time so I'd imagine they'd want to see if she's doing better before committing to actually pushing her.

Liv has the heat so give it to her. I think they'll redo the Drew/Punk angle at MITB with Rhea (if physically able) hindering or distracting Liv long enough for her to get cashed in on by the new briefcase holder.

It legit doesn't make any sense for it to be anyone other than Liv
Takes out the champ in kayfabe, brags about it, gets the title, holds it like a coward until she returns hopefully later this year
Becky's the failsafe option but after Mania it's feel like a copout imo, they really need to build up more girls and this is yet again what happens when you don't in fact do that...

On Raw, they’ve built up at least 3 women enough they can step in as world champion in Becky, Nia and Liv. There's also the draft coming up. The problem is that will WWE actually put the strap on anyone but Liv? Because she absolutely cannot carry the division. Hell, just being Smackdown Women's Champion for ~2 months exposed her greatly. But Triple H is notorious for how long he likes to book heel title reigns. A Liv Morgan run where she has the title from next week until whenever Rhea returns (lets say Mania) would be absolutely f***ing brutal for the division and not in a good way. Combine that with WWE's sheer unwillingness to book any decent non-title feuds for the women, and/or introduce IC and US titles for the women (for the workhorse womens wrestling fans), and you can see why people aren't exactly high on the prospect of Liv on top. Because unless you are in the main title scene or a horsewoman, you don't get non-title feuds that mean anything and get good tv time. This is why I hate the booking of the main roster women so much, and am so critical of how they book women like Iyo. She's exceptionally talented in pretty much every aspect, but they botched her reign hard, and it's incredibly unlikely she gets another run at the top because of how it seems like the title scenes are locked down for the rest of the year, and probably most of next year as well (and her contract is up next year apparently). And because she falls into the camp of not being a horsewoman or title holder, her time on TV is likely going to get cut significantly. And no, I don't believe Triple H is actually that invested in her. Otherwise they would have had Damage CTRL on Smackdown last week doing SOMETHING to rehab their image, instead of likely showing up this week just to be ran off by Jade, Bianca, and Bayley, and then all of them (Damage CTRL) losing at Backlash in rematches or title defenses. The point is that unless you are in the title scene or a horsewoman, your time on TV is going to be SEVERELY limited, at least when it comes to RAW and Smackdown.

It really needs to be Becky (though I'd rather she was in the midcard helping give some of the others TV time), Nia (although I'd prefer it wasn't) or someone from Smackdown. No one else really has the push, ring skills and presence (and ideally you need all three). Natalya, Chelsea, Shayna and maybe Zoey have two of the three but the only other ones that have all three are currently on Smackdown (or are injured).
Liv was always going to be a convenient filler feud between Mania and the draft, as there was never going to be a credible way for her to beat Rhea. Going from Rhea to Liv would be the biggest drop a title has taken since Jinder beat Orton.

I think Nia is the real best option, she can squash faces until Rhea comes back because she’s going to get the belt right back anyways.

Liv wins and she slow burn turns into a full time Judgement Day member with Dom Dom in tact. Liv likes to go extreme so if she really wants to change it up, this is the time.

Liv's reign was only really that bad because she spent the whole thing getting her ass kicked by Shayna and Ronda at a point in time when both of them were completely heatless. She had no televised title matches that weren't against the two of them.

Liv is the only answer This is why you shouldn't have long reigns for everyone. Freak injury happens. Rhea put nobody over during the run, no comeuppance, Judgment Day all over the product. Now she will be gone for months, comes back as face, win the title on first try and have another long reign.
