141. Lady Jaye In the first season episode "Skeletons in the Closet," it is revealed that she is related to the Joes' enemy, Destro, but it was never specified to what extent the relationship was. Lady Jaye was a more mellow and level-headed person compared to her comic book incarnation, but she did occasionally display a potent temper. Lady Jaye also made use of a variety of specialized throwing javelins as signature weapons that featured unique properties like energy projectors, a pure diamond head for cutting through hard materials, one that released nets for capturing enemies, rescue flares, and even one that generated a protective force field-like bubble that let her and another person breathe underwater, and which included small propulsion units that could carry them to the surface Lady Jaye makes her first appearance as a member of the Slaughter's Marauders, wearing a blue version of her original uniform in the five part mini-series, Operation Dragonfire. She still uses her javelins as her primary weapon. As the regular season progressed, Lady Jaye’s personality began to change from her original version. She would be used in episodes paired with Captain Gridiron instead of Flint, as Flint was not around at this time (Flint did come around in the second season, but by that time Lady Jaye was dropped from the roster). Lady Jaye is the only female Joe to appear in the direct to video cartoon "Old Soldiers Never Die" which was the only cartoon appearance of Sgt. Savage and his Screaming Eagles (which was also produced by Sunbow Productions, the same company that produced the original Real American Hero cartoon). Lady Jaye, along with Doc and Hawk were part of the team that rescued Sgt. Savage from cryogenic storage. These three Joes appeared in this cartoon perhaps as a way of bridging the change from the Real American Hero toyline/comic/cartoon continuity to the new Sgt. Savage line. This theory is further bolstered by a cameo appearance from Cobra Commander.

don't take it so seriously guys. after all they're cartoons. Its as much for laughs as anything
If you take a female cartoon character that's supposed to be 14 and put her next to a female cartoon character that's supposed to be 28. Could you even tell the difference? Probably not. It depends on the style of the cartoon, the artist, and so forth.
anyway its not like the list is promoting having sex with underage 2D characters, because thats impossible anyway

140. Nefertari Vivi (One Piece) Vivi is the princess of the Kingdom of Alabasta and the daughter of its current King, Nefertari Cobra (Nefeltari Nebra in the English anime). When the reputation of the King was sullied and a rebellion instigated, Vivi (along with Igaram, the Captain of the Royal Guard) infiltrated the criminal organization "Baroque Works" under the alias "Miss Wednesday." There, she discovered that the villain behind the chaos in her homeland was none other than Sir Crocodile, a member of Shichibukai (The Seven Warlords of the Sea). As she was still ostensibly a Baroque Works Frontier Agent when she first met Luffy, the Straw Hats first treated her as an enemy. After her backstory was revealed (and Nami extorted money out of Igaram), however, they agreed to take her in and bring her safely to Alabasta. During her time on the Going Merry (Merry Go), Vivi grew close to the Straw Hat Pirates, admiring their indomitable spirit in the face of adversity and their kind-hearted nature. She even reflected that she'd like to be a member of their pirate crew, if she wasn't a princess. The feeling was mutual, in fact: Luffy offered to let her join (they even considered her as their comrade), but though Vivi very nearly did, she ultimately (and tearfully) declined the offer. To avoid Vivi being recognized as their ally, they said goodbye to her, showing the X mark of their crew as a sign of their friendship. Vivi appeared in the manga in chapter 343 to 345 cover page short story: "Gedatsu's Accidental Blue Sea Life". In the story, Vivi and her companions visited Gedatsu's hot spring. She makes a cameo appearance at the end of chapter 439, giving Karoo (Vivi's spot-billed duck companion) a bath. Her father and his advisers are telling her about Luffy's recent exploits, namely Nico Robin's joining of the crew, but unlike the others Vivi is not shocked by the news. She says that she doesn't know what goes on in Luffy's head and again states her belief that Luffy will become 'Pirate King'.

139. Sabato (Club-To-Death Angel Dokuro-chan) Sabato is another angel sent from the future to assassinate Sakura before he can create his "Pedophile's World". Sabato has goat horns on her head, and is unusually polite, even when threatening to kill Sakura. After she was defeated, she began to live in a small cardboard box under a bridge; her living allowance is funded from an unknown source. Her weapon of choice is a deadly shock-baton called Durandal which according to Sabato can "char blue whales in the blink of an eye."

138. Kagome Higurashi (InuYasha) Kagome is the main character of this anime series. Her grandfather is the keeper of Higurashi Shrine, a shintô shrine near Tokyo. On her fifteenth birthday, she is pulled into the Bone Eater's Well by a centipede demon, called Mistress Centipede. This takes her back in time to the Sengoku period of feudal Japan. It is here that she finds the half-demon, InuYasha, in a coma — sealed to the tree of ages by a sacred arrow for 50 years. Kagome eventually removes the arrow from his chest, freeing InuYasha and beginning their adventures.

137. Ryofu Housen (Ikki Tousen) Ryofu Housen is more of a thuggish brute. She did n't plan on acquiring the Gyokuji or betraying Toutaku and was more easily manipulated by Saji. She was still sick however. She was more emotional as well and more promiscuous and cruel. She actually raped Ryomou in the anime opposed to simply teasing her in the manga. She was just as powerful, however, as her manga version. In the end she died alone miserably by using a chi blast to commit suicide with Toutaku. Chinkyuu died earlier in the series and so did n't join her. The second season recalls a different scene however with Ryofu wearing the clothes she did in the manga when she fought Toutaku tackling him off a cliff but also accounts it as double suicide. Whether that is meant literally and that the past events have been changed or metaphorically where in which it 's Ryomou's perspective or the aura-sensed perspective of others that has changed is not known.

136. Dokuro Mitsukai (Club-To-Death Angel Dokuro-chan) Dokuro Mitsukai is a cute angelic assassin from the future brought back through time to kill Sakura Kusakabe, but instead tries to save him. Mostly, she is just like any other young girl but where other girls might shout or slap to express their displeasure, Dokuro draws her magical spiked tetsubo "Excalibolg" and brutally clubs her victim to death with it. She's also capable of bringing someone back to life with Excalibolg by chanting Pipiru piru piru pipiru pi (the refrain of the theme song in the opening credits). She can - and does - also use her magic to cause humans to transform into animals, or to apparently completely erase them from existence. When she isn't brutally killing Sakura she teases him mercilessly, mostly using sexual innuendo. Eventually, she founds a school club (after apparently torturing a teacher into giving his assent) dedicated to watching wood glue dry. She promptly coerces Sakura into becoming its second member and has stated her desire to achieve the national championship in this particular 'sport'.

135. Kazemon [Fairymon *English*] (Digimon Frontier) Kazemon, also known as Fairymon in Japan, is the Human Spirit of Wind. She is kind, caring and strong. Her preferred attacks are powerful kicks and hurricane force winds. She first transformed into her Kazemon form when confronted with the entity Woodmon. Woodmon was endangering Floramon. This encounter proved Zoe is determined but after Woodmon digivolved her battle did not go well.Instead,Lobomon won the fight. Later she became Kazemon again to help distract the Goblimon. in episode 4.10 "can't keep a grumblemon down" Zoe lost her spirit while fighting Gigasmon , she didn't get it back until 4.14 "No Whamon" Kazemon has large butterfly-like wings sprouting from her back and head. She uses these wings to take flight.

134. Ryomou Shimei (Ikki Tousen) Ryomou is not shy or spoony and acts uninterested in relationships. In one scene she is n't even phased when Saji puts his hand down her shirt and gropes her. Her magatama is also shown as being silver in the first season, and by the second season she is arguably as strong as Myousai, though she retreats during their first battle in order to protect the Dragon Jade. She does n't have a past relationship to Seito and Ryubi either. Instead her dragon appears to be her own, though how she got it is not known. She also appears to be closer to Hakufu than she does in the manga and goes out of her way to help the Nanyo leader whenever she can. She went out on her own to find the Dragon Jade even to save Hakufu. She was badly injured after being ambushed by Teni. Chou-un came to her rescue but Ryomou awakened her own dragon, defeating Teni. Chou-un was able to knock out Ryomou, bandage her and return her to Nanyo after stealing the Dragon Jade. Chou-un stated that if Ryomou was not injured during the awakening of her dragon, Ryomou would have been able to defeat her. Ryomou recovered to full strength and played a part in the Battle of Chibi, defeating Myosai. She is now working along with Hakufu in a cosplay cafe, dressed as a cat maid (Ryomou even wears a heart-shaped eye-patch).
