Since we have a thread for best game ending music, why not have one for openings?
I'll start with my top three picks for best opening musics:
- Elder Scrolls IV: Oblivion
Why? Because it still keeps that fantasy/Lord of the Rings feel that the game has itself, but it has such a pumping up affect on me that I know I'm in for a great time.
- Silent Hill 4: The Room
While overall Silent Hill 4 doesn't have the strongest soundtrack in the series(that goes to Silent Hill 2), it has the best opening in the series, if not one of the best period. The slow, melancholic piano in the background, with a woman singing in an equally melancholic form while images of the ghosts you'll encounter in the game, as well as the other characters, flash on the screen. The opening sets the mood for the rest of the game.
- Metal Gear Solid 3: Snake Eater
Come on, it was a perfectly recreated James Bond-type theme song! I listen to it every chance I can get. The trippy visuals that accompany it are an amazing touch as well.
In case you haven't guessed, I'm counting any cutscene/video with music that occurs before you actually start playing as opening music, as Silent Hill 4's occurs before you even press start.

Legend of Zelda, Super Mario Bros. and Mike Tyson's Punchout!! are all classics.

Mega Man 3
There's no way I can listen to that without wanting to get up and dance.
EDIT: I spent the last 5 minutes dancing to this song. I'm convinced you could take a bunch of Mega Man music, put it on loop, and have a terrific dance party.

I've found that the opening music for Chrono Cross is just so.. gorgeous. I think it works pretty well, and I eventually downloaded it onto my computer. =D
