Arcturus - The Sham Mirrors is quite interesting also. Take some black metal band and transport them to another starsystem to record an experimental album.

Tommy by the Who is a good call, but for best I gotta go with The Wall. Truly the greatest concept album ever, but pretty much everything else mentioned so far gets props.
Except for The Black Parade by My Chemical Romance because I really, really hate that band.

Does Transformer count as a concept album? I love that stuff, but it makes me fall asleep while driving.. I'm pretty sure that album is what Heroin feels like

Exactly what is a concept album? I mentioned Sgt. Peppers and someone disagreed. I have no problems with that opinion, but the whole concept (no pun intended) of that album was to make an album which would be performed by a fictitious band. Doesn't that fit into the concept category?

Doesn't that fit into the concept category? It would, except everyone involve agreed that the concept didn't last past the title track and its reprise and 'With A Little Help From My Friends.' A concept album has an underlying theme, story, character, whatever holding it together, whereas the characters which hold Sgt. Pepper's together are only in three tunes.

While they dont follow a storyline, three Metallica albums have songs that all involve a single theme Master of Puppets - about being powerless aganist things - title track is drugs, battery is anger, santiarium is insanity, disposable heroes is war, leper messiah is religon, thing that should not be is fear Ride the Lightning - death And Justice for All - injustice
And I haven't heard the whole thing yet but the idea behind Iced Earth's horror show sounds good. An album about scary movies with the Wolfman, the omen, phatom of the opera, dracula, frankenstien, creature from the black lagoon and the mummy
