Steiner was always on the TNA roster ever since he debuted at Destination X last year. Never took him off.

He was never removed from TNA's roster page. Though he was not contracted to TNA for several months. Other people who have been not been seen in TNA for months are also on their roster page, like D'Amore, Prime Time, Jackie Gayda...
It's not quite as bad as WWE leaving Rock, Austin, and Hogan as "Raw Superstars", though.
