IIRC Goldust at the time was having problems with his marriage. One of the reasons he was released the first time was by Dustin's request so he can deal with his martial problems.

Yeah, I suppose that makes sense. I just can't believe that a guy with his charisma never really got a substantial main event run.

He was a great heel no doubt about it. I do think another factor was that there were already maineventers that were being created such as Steve Austin and Ken Shamrock(who would have won the belt before SS if Bret Hart would allow him but instead to decide to the lose at a PPV). Plus, Russo destroyed the credibility of the character when they revealed his real self.

Yeah, the sitdown interview and the subsequent face turn, then heel turn to The Artist Formerly Known As Goldust really killed a lot of the appeal of the character.

Owen Hart, British Bulldog, Scott Hall, Curt Hennig or Ted DiBiase as a foil to Hogan for a couple months in late 80s/early 90s (eg, in the place of the Slaughter/turncoat gimmick), Kane getting a moderately credible run.

-British Bulldog when he returned in 1999 -Carlito when he first debuted on SD, now he's just some guy who does weak springboard attacks with Torrie in his corner -Owen Hart in 1994 -Scott Hall/Razor Ramon -

Oh yeah, DiBiase and Piper both definitely deserve to be up there. The fact that Piper was never WWE Champion is a huge travesty.

This is going back a bit but....
Rick Rude during his feud with Warrior... if he had stayed in WWF, he would have eventually got it at some point, maybe even from Hogan.
Earthquake... he had all the right things going for him and he would have been a great heel champ.
Mr. Perfect... He should have taken it from Hogan instead of Warrior.

I've said this before but this is appropriate enough to repeat. Venis and Gunn were shockers in terms of not becoming main eventers. Beyond them, though, is Scott Hall.

Bubba Dudley, hear me out on this. After the roster split, he had that feud against Triple H. I thought for sure that he would be given a title run.

If he lived, I thought Owen would've had multiple world heavyweight title reigns.

My Top Ten:
(1 Al Snow-Really when he was the head of the Job Squad I thought that would spingboard himself to WWE Title however JOB Squad endned to fast and his push eneded. This is when he was the most over everyone loved Al Snow with Head he could have been a huge draw at that time
(2 Stevie Richards-Not in WWE but in ECW. The bWo was so huge in 1997 that I thought for sure that he would be the ECW champion someday I really thought he was the HBK of ECW. However he got really hurt fell out of favor with Heyman. Sad I really liked Stevie, especiually bWo Stevie.
(3 Billy Gunn-Really he had all the intangliables that you would think would make a great champion but for some reason it did not happen. I mean when he was the Bad Ass Billy Gunn I thought he was awesome and would be a short time till he would be World Champ. However the Mr. Ass gimmick screwed him over, the bland "The One" gimmick was bad, oh and did I mention Billy and Chuck. Seriously talk about wasted potential!
(4 Val Venis-Wow, I thought this guy would be a shoe-in for champ he was so over as a babyface, it's not even funny. The whole loveable sleazy pornstar gimmick was brillant and Val was great and maybe one of the best wrestlers on my list just amazing he did not transition to World champion. The failed heel turn is what messed up oh and the Chief Morely chachter although I liked it many people didn't and now is a jobber talk about a shame.
(5 Goldust-The first part of Goldust career, I still can't fathom how he never got a main event push and become world champ. He was very over and looked like he would be world champ but the whole Artist formerly known as Goldust and the Marlena-Pillman stuff really ended his push unfortunately.
(6 Mark Henry-Okay I really didin't like the guy too much but still I thought he would have been world champ. I mean he was the World's Strongest Man that seemed that it would translate to success. But it didn't and for years he seemed lost. He's not terrible but it took forever to get him near main event and probaly would have touched gold this summer if he didn't get hurt. Bad luck.
(7 William Regal-Another one that amzed me. For awhile in WWE he was so dominant winning almost every title but the world title but than he lost the IC Title and seemed to get lost and were in crappy tag team like with Tajiri and Eugene that demeaned and now he is nowhere to be seen. Sad as how funny and talented he is.
(8 Finlay-Victim of horrible circumstance. His career was going great till they did the stupid Backyard Hardcore Invitational in WCW and it messed him up very badly and stopped wrestling for a long time. If he hadn't he would have been World Champion, however too old now for that in my opinion.
(9 Rick Rude- Val venis always reminded me of Rude and Rude was one of those guys you thought would be a world champion but never did. We was over as a heel in any territory he went but never got ME success. He was a victim of circumstance where in NWA Flair and Steamboat were the top draws and in WWF Hogan and Warrior were just a shame he never got the NWA, WCW, or WWF Title.
(10 Roddy Piper & Ted Dibiase- This is a tie as I couldn't leave either off the list. Roddy Piper as heel was the coolest since you could ever see, most of Hogan's early sucess of being over in WWF had to do with Piper. His gimmick was simple but effective but was becoming too much liked by fans so they changed it and it sort of messed him up. If Piper was wrestling in today's era he would have been a multi time champ.
The Million Dollar Man was probaly the most hated man in the late 80's and it's a crime to me he didn't ever become champ. He was so awesome at getting heel heat and was so over as a heel. But back than heels could never seem to be world champs in the WWF. And if they did they were transitional champs like Shiek, Andre or Slaughter.
It's a joke that these two never one while roided pieces of crap did, sound familiar?

I remember during the attitude days, when the internet was still young. Anytime somebody got signed, they would always say they were bringing them in to fued with Austin. Al Snow was one them, and the other was Quake. To bad he ended up as Golga. But for all guys that came in, nobody ever got that big push agaist Austin. I was just reminded of that.

I don't know, I can get behind one or two of the choices I've seen you guys mentioned that haven't had it thus far, but that's about it; not everybody can or even should be world champ I feel.

Dibiase is the big one of course. But although I would have NEVER wanted to see it happen, I thought Mr. Ass from 1999 was on his way. When he won King of the Ring and got the feud against Rock. The story for years has been that the original plan was for him to challenge Austin for the title at Summerslam of that year. But either because he didn't get over as a legit main event heel or because Austin refused to work with him, it didn't happen. But once it's booked, you never know what someone could decide to do. Mr. Ass as WWE champion?!

Heh, and all he got was shoved up a fat woman's ass and reunited with Road Dogg for his trouble.
