Lack of quality exposure is part of the reason. With very few exceptions (i.e. highly charismatic or very talented performers, and Cade hasn't shown such traits yet) it's impossible to get reactions with 5 minutes of airtime every other week.
ANYONE can get (decently) over if pushed well for a reasonable amount of time.
WWE tried a couple of times with Cade, but the minipushes went nowhere rather quickly.
Cade is just there... He has yet to give us (and WWE?) a reason to hint or to justify a real push.

The truth is, he's not going to get a chance until they start putting him on TV more, booking him as a threat, and having the announcers put him over. Those are usually the three elements.

Him and Murdoch have been shoehorned into the "heel jobber tag-team" roles. It's hard for anyone to really care about them in the audience.
At least Cade has somewhat of a chance of getting a push. I have more of a chance of getting a big push in the WWE than Murdoch does.
