Iron Shiek, Nicholai Volkoff (maybe?), DiBiase (at least in the WWF/WCW) Volkoff turned face when the Soviet Union broke up. Hacksaw Duggan offered his hand as a token of friendship and they were a tag team for awhile. This was around the time Sgt. Slaughter returned and refused to accept Volkoff, calling him "Communist scum", and thus began the first step in his return to heeldom.

Iron Shiek, Nicholai Volkoff (maybe?), DiBiase (at least in the WWF/WCW) DiBiase turned face during his WCW tenure, becoming the manager of the Steiner Brothers. I always wondered if WCW planned to turn Rick Rude face before he hurt his back in that match against Sting in Japan. At the very least, it looked like the company was moving toward a Rude/Vader feud. Harley Race cost Rude the International title at Spring Stampede, and a Rude/Vader match was advertised for Slamboree. I remember a promo Rude cut on the countdown show, where he said "So Vader's the role model for all the little kiddies out there? I can see why. Hey Vader, lift up your shirt: modelsome rolls." Probably not the exact quote, but that was the basic gist of it.

Curt Hennig was a face back in the AWA in the early to mid 80s. In fact it may come as a surprise to a lot of people but him and Scott Hall were actually tag team partners and were AWA tag team champions and made a great face tag team.

Jeff Jarrett was considered a face in the horsemen during his first WCW run.
King Kong Bundy was a face when i saw him at a local arena near me. He was the champ of the promotion and lost to Sal Sincere.

You know you're not over when Hulk Hogan, of all people, gives his stamp of approval on a guy and the fans crap all over it. I thought of saying HTM, but thought better of it with this segment. By the way, here's a vid of HTM winning the I-C title from Steamboat: www.youtube.com/watch?v=LwpHd7iVU7QDamn you for this video!!!!!!!!!!!!!

I can't think of any time that Dibiase was a good guy. What about Demolition? "Iron" Mike Sharpe? Of course, there were a bunch of short lived guys who were always heels, but I'm guessing you're looking for people with some tenure. Demo was heel late 1990-1991

Also when they came into WWE managed by Johnny V, they were heels as well. Speaking of a guy who was always a heel, there you go. How about Bad News Brown/Allen? Was he ever a face in Stampede or Japan? How about the original Sheik?

Richards was for a couple months after the first ONS PPV when he did the BWO against JBL and wrestled the Mexicools.
Haku was also a face in WCW in 98. He feuded with the Barbarrian.
Dibiase I think was also a face before he was in the WWE when he wrestled in terriories.
I think Jeff Jarrett was a face before his first WWE run in the indies.
I don't recall anytime Paul Roma as a face.

If we're talking Ricky Steamboat caliber here, then that means no heel whatsoever, meaning not only heel for theor entire wrestling career, but even if they turned face after they retired and became a manager, it still wouln't count. So that excludes Superstar Billy Grahm., who I believe wrestled heel for his entire wrestling career.
These are guys off the top of my head that were heel forever, and I'm not sure this list is going to be long.
Brooklyn Brawler/Boston Brawler Iron Shiek Killer Kowalsky Wild samoans?
