Sad to say, but I don't think Gregory Helms gets much of a reaction since the end of the Hurricane gimmick.

Looking at the names mentioned, I think Kenny Dykstra is the least over out of them all. He looks like some jobber from 1980's WWF.

I remember when Snitsky got a pop at WM22 for saying "It wasn't my fault" in that skit with Booker and all the freaks, now he gets nothing.
Both sets of tag champs don't get hardly any reaction either, which sucks IMO.

The worst push-to-overness ratio is easily Finlay. The guy gets almost no reaction yet is still pushed in the upper-midcard.
As for least over, I'd go with Shannon Moore.
Mike Knox isn't over, but he's rarely used. He has shown in the past he can get over (smashing Kelly Kelly in the face with a dozen roses) and has shown in other promotions that he has star potential. He's really misused by the WWE. If he was in ROH, all the IWC fanboys would be singing his praises.
