Muhammad Hassan had so much potential, but they ruined that when they turned him into a terrorist (and the crowd chanting "USA! USA!", despite the fact that he was from Michigan).

Hassan had potential but neither the Creative team and the audience had enough intellectual depth to get the "complications" that the original Hassan character could have implied. So he went from victim of prejudice to generic anti American to terrorist.
Sean O'Haire could have been an interesting persona, ditto for Waylon Mercy. Twisted personalities are always welcome in wrestling.
Does Gangrel count as "quickly abandoned?"

I forgot to agree on Heidenreich and Mordecai.
And I marked a little for Fake Kane. It'd have added another interesting chapter in Kane's history, refreshing an otherwise terribly stale character.

it sickens me that they quickly got rid of genius multidimensional characters like Hassan,Mordecai and Waylon Mercy yet elementary characters like Eugene and Val Venis lasted years
