I actually hear Russo doesn't have final say, though. Apparently, Jarrett and Mantel are more responsible for what makes it onto the show.

Russo is pretty low on the totem pole in TNA, Mantell and Jarrett are a lot more responsible for whats on TV than he is.

I just want to know who's idea it was to bring in a guy that CAN'T WRESTLE legally, and put a title on him. I understand the publicity it will bring, but there was absolutely no other way to use him other than to put him in the ring?

When they brought him in, they were under the assumption he was allowed to wrestle. Part of bringing him in was evidently to promise him a tag title.
They didn't think up the idea to bring in someone and have him not wrestle and win a title. That is just the result of how it went down.
Perhaps terrible research, signing him before ironing everything out with his NFL team and all, but not what you're saying at all.

At this point, I think Russo should just change his name and write under an alias. Smarks won't give any product a chance that's written by him, so he should fake leaving the company and then watch as everyone begins to praise the improvement in TNA.

1) The whole patriarchy as I understand it as is that Jarrett decides who gets booked and pushed and guys like Russo write the show to do all that.
2)It was Jarrett's idea to bring in Pacman, since him and the Titans were on good terms due to the early days where he brought them in for some stuff and for the Wycheck thing. Before, people were cool that he was wrestling so he could stay out of trouble, but then managment got angry and did all the cease and desist bullcrap.
