Hulk was/is extremely talented on the mic. Unless this is just about wrestling ability Yeah, wrestling ability is what I'm basing it on. eg. Bryan Danielson = Good The Great Khali = Crap

In regards to the indies, I never got Adam Pearce's appeal many years ago. I saw ROH's Driven PPV and saw his promo, thought it was okay. Back in the ol' days, though, Mr. Pearce's promo work only consisted of using the words "fa****" and "f***" in every sentence possible. That, along with his terrible wrestling ability (I know your gimmick is you're the "King of Old School" but come the f*** on, this isn't 1985 anymore). Haven't seen any of his ring work as of recently, but I really don't imagine it to be very much better than it was a few years ago.

Hogan was incredibly over with a Mickey Mouse-moveset and a lame finisher. How is a leg-drop from no elevation a killer move? A diva falling on you would have the same impact.

Kevin Nash, Sandman, Tommy Dreamer, Ultimate Warrior, Goldberg, Batista, and my favorite wrestler of all time Mick Foley immediately come to mind

Eddie Guerrero <ducks thrown produce>
OK serious, how about Dustin Rhodes/Goldust/Mdnight/Black Reign? I'm not doubting his ability to be entertaining, but in-ring? He's one bulldog above Erik Watts!

I'm going old school on this one.
Ox Baker. Great on the mic, but horrid in the ring. Held titles wherever he wrestled, even though his punches were and are the worst in pro wrestling.

Warrior. Dreamer can actually wrestle. Warrior had like 3 moves. One of which was freaking out. And yet Warrior has had better matches then Dreamer. You dont need a lot of moves to be a good wrestler.

Ahmed Johnson. He was very over, but was completely awkward and clumsy out there, injuring himself and his opponents constantly.

Actually ron simmons injured Ahmed horribly, and then Ahmed got fat and injury prone.

i'd say sandman too. other than some of the beatings he took, there is nothing he has ever done that i don't think i could do better. his promos always seemed average to me, his finisher was a russian leg sweep, and his main offense revolved around swinging a large stick.
and for the people arguing that anyone over must have talent, i'll say that i've taken this thread as "least workrate, most over". hogan and warrior had a talent for getting crowds excited, but when it comes to going move for move, neither were the best. does workrate define how good a wrestler is? no, but that's how i've taken the original posters question.
