Riddler? Riddler? Maybe it's due to watching the Challenge of the Superfriends far too many times but Riddler? Look, here's the real answer. Riddler is a great Batman Villian. And that's saying something, because Batman has the best villians. But outside of Batman, his villians are just, to quote Seanbaby "men with funny costumes who like strange things."
Yeah, Red Skull is somewhat lame in this day and age.
You know, why is it Marvel has all the really cool villians, but lame heros, but DC has all the really cool heros, but really lame villians. (with the obvious exceptions of Darksied and the Batman's Rouge's Gallery.)

DC has some awesome villains unrelated to Batman or the 4th world. The Flash's Rogues, for instance, might actually be more interesting than the Flash himself.
Sinestro's now basically Hitler with a power ring (and he's Pink! how can you not hate a pink guy in a bumblebee unitard?)
Deathstroke the Terminator, need I say more? that guy was a big part of the reason that the Teen Titans were more interesting that the Justice League during the 70s and 80s, and even Rob Liefeld ripped him off payed homage to him with Deadpool.
Monarch is the best hero-turned-villain being written these days (nobody say Iron Man or I kick you)
even a throwaway character like Superboy-Prime turned out to be the best galaxy-destroying-super-threat to come around in a long time.

No he isn't. He's a decent character, but he's such a one note gimmick decent is pretty much all he can achieve.

Red Skull is the best villian to me, because he's just that, a villian. Who the smurf genuinly LIKES Red Skull? Like, not as a character, but in a "I wouldn't mind hanging out with that dude, he seems cool" kind of way? Even Victor Von Doom and all have SOME redeemable qualities about themselves. See, that to me is what puts Doom over Skull, and I like both. A multi-faceted villain is more interesting than just a straight up evil guy.

For a guy who is fairly obscure Nitro is quite a sucessful villain. As for Bullseye, these days the guy has almost as much metal in his body as wolverine, he's had a fair few injuries. He is cool though. To me the number one villain is the Joker he killed the 2nd robin, paralysed the former batgirl and ended the Infinity Crisis by killing Alexander Luthor, Jr. Not to mention all the other murders and mayhem he has caused over the years. Marvel wise it used to be Mr. Sinister but as he recently got killed in a incredibly lame way I'll settle for comedy genius of Mysterio! I agree with you 100% about Nitro. The Asgardian Destroyer is like that too...really obscure villain that has one heck of a win/loss record (he either kills Thor or breaks his hammer every time they've met. He's almost beaten the Hulk to death with his bare hands. Only times he's lost are with major plot devices or mega cosmic beings like the Celestials)

The one thing Red Skull has to prove he's the worst of the bunch...during the Acts of Vengeance, even the other villains hated him and wouldn't work with him. And then Magneto buried him alive. Speaking of Skulls, I always thought The Skull from Earth X was pretty frightening. A completely shallow kid with no conscience who takes over America because he's bored. Whatta jerk!
