It's actually a pretty fun game. The "community" is a bit iffy at times but if you ignore the bad and pay attention to the good it's okay.
It's basically an MMO racer with the plot being a mixture between the anime eX Driver and Initial D. You do little quests and whatnot and level up, get parts for you car, it's pretty neat.
You can take on other racers and stuff too, join crews, blah blah you get it.
It got a bad rap when it was in beta testing but it's really good now.
I ended up enjoying it way more than I thought I would. And hey, it was fun and for free.

It is pretty obscure, there's usually 900 people or less online playing it. 600+ during the weekdays.

Is it a pay-to-play game like most MMOs? Nah, playing the game is absolutely free. A lot of the upgrades are free as well through in game currency you earn. But there are parts that you have to buy with real world money through paypal or what have you, but I've yet to really find a need for them.

You just download it, it adds an icon to your desktop, then you click it, it takes you to the website where you log in, click play live, and booom it's going.
