Every hero needs a great villian, if not 20 or more of them. Spider-Man and Batman take the cake with some of the greatest villians. But who's rogues gallery is better?

I'd say Batman. I mean even his lesser villians are still awesome, well except for Calendar Man. Although there are other heroes that have cool ones that no one mentions like The Flash, Fantastic Four, Dr. Strange, and the X-Men.

I'm fairly certain Doom or Namor could whup the ever-loving crap out of Bats' whole gallery with ease.

However... I think that Superman's rogues gallery is unfairly overlooked, probably because he's the blue-eyed boy of comics, and people don't want to like him... anyone with Mr. Myx, Bizarro, Luthor, Brainiac, Metallo, and so on is gold, in my eyes.

Superman's enemies have been described as "40 year old men in business suits" Very Accurate. Now, keep in mind Darkseid doesn't count as his rouge's gallery.
But the answer is Batman. Now, I know Batman's villians are just knaves in costumes who like certain things, but then again, nobody likes Doomsday. Spiderman's villians are okay, but the series has a habit of running a good idea into the ground (Goblins, Clones and Symbionts) and everyone knows the real villians are Peter's personal problems, which we all know are inferior to Batman's anyways.
Of course the real answer is Luke Skywalker, whose enemies include Darth Vader, The Emperor, Grand Admiral Thawn, Boba Fett, and Mara Jade. Now that's a rouge gallery. Just think about it, if all Luke had to do was fight Grand Moff Hissa, or random Hutt who's trying to kill Princess Leia, or Schemeing Imperial, or random Dark Jedi who turned on him, or the Crab People from another Galaxy, or which ever one of his nieces and nephews turned to the Dark Side this week, nobody would care. But it's the great villians that define a hero. Not the Paste Pot Pete's of the world.
