That was the concept behind Sliders It was also the concept behind Marvel's "What If?" series. At any rate, technically we are already travelling through time. Forward. At the rate of regular time. And we are always doing this.

I think that the person who invents time travel will use it to change some seminal event in their life, and then cease to exist, because the event they changed made them not want to invent time travel anyway.
But as far as not meeting them yet, I think they'd know the consequences of coming back in time, and would avoid contact as much as possible.
