Perhaps have Kennedy hit his finished while the refs knocked out, get the three but no ref, wake up the ref, then have flair role him up or get the figure of four.
That way Kennedy can claim he beat Flair and insist on a rematch at Mania to get the win.

i have no desire for kennedy to 'look good'
i do however like the idea of flair starting to cheat to win all these matches.

I'm not down with Kennedy being Flair's opponent at Mania, but I am hoping they make him look strong. Do what they did with him against Batista at the Rumble last year. Batista won, but Kennedy outclassed him in every way imaginable during the match. That was actually the peak of Kennedy's popularity around here if I recall. That was the match where midway/towards the end the crowd started chanting for Kennedy over Batista.

I really can't see them doing a repeat match at Mania, even though I would like Kennedy to be put over huge in one way or another.
I like the idea of having Flair clearly beat. They seemed to be trying to hint closer to upsets with MVP getting a 3 count, and this would take it one step further. I don't like the idea of Kennedy jobbing clean considering Flair is supposed to have a seriously injured knee, however they have probably given Flair the injury for some sort of storyline reason.
I'd like Kennedy to attack Flair before hand, have Flair try and mount a comeback in the match but Kennedy ultimately beat him. This makes Kennedy look like a vicious heel and doesn't really make Flair look any weaker. Then HBK/HHH/Batista can all threaten to walk from the company or start their own federation (like the World Rock Federation) if Vince doesn't give Flair the send off his career deserves. Vince reluctantly agrees, and then you have a special attraction match on Raw where the winner gets to be Flair's last match between HBK and Batista, and HHH if he doesn't win the chamber. Kennedy can then get more heel heat by acting like the arrogant jerk who claims it should not go ahead because he has already won, and just generally be annoying constantly. Ready made feud with HHH from this scenario.
I suppose if I can't have that then I'd settle for Kennedy having Flair beat but Naitch acting up as the dirtiest player in the game and winning via roll up though.

If they want to make Kennedy look good I'd have him beat the crap out of Flair the vast majority of the match. Just make it look like Flair is completely out of his league with Kennedy and have Flair get a fluke victory. They need to somehow use this match as a way to segue Kennedy into a Mania fued unless he's just going to the MITB again.

Another reason I'd want Kennedy to get the win tonight is that otherwise it would be far too obvious during all the build up that Flair would be losing at Mania if he wins tonight. Giving Kennedy the win springs a suprise, and makes the build up far more interesting going into the show, rather than yet one more person being the 'younger version of the nature boy' and wanting to be the one to end it all.
The last match should be a spectacle with the fans showing their appreciation right the way through IMO. A match with HBK for pride would do that, but no one would really buy a 'heated rivalry' with HBK, considering much has been made of the fact that Flair is best buds with HHH, HBK and Batista on screen and off.
