I honestly believe that he's permanently in the shadow of his phenomenal late uncle. And no, he's not the slickest talker, but he's underrated in that department, and especially as a worker.
Hence, why I was satisfied with the ECW title going to him (with the assistance of another great champ). Who else here thinks that Chavo Guerrero Jr. needs more love?

Great worker, almost the equal of his uncle, but no personality at all to speak of. A solid midcarder, but he shouldn't be holding any kind of title belt right now.

Very solid worker, not as good as Eddy, but up there.
Pretty articulate talker but never hit his stride on the stick. His voice is too nasal and squeaky, and with the bald head, he's always looked more like a high school math teacher than anything else. I really think the Kerwin White gimmick could've been what helped him catch on. The promos fit much better with his voice.
Still, a very underrated guy who, to my knowledge (aside from his recent wellness violation), generally kept his nose clean and did what he was told. Then again, he hasn't been treated poorly. Had several tag runs with Eddy and was the first of the long-reigning cruiserweight champs.
One of the real problems is that he's rarely been in an environment where he could really develop good, strong feuds built around his greatest strength, workrate. Closest was the Smackdown 6 days when cruiserweights were almost important (but Mysterio was the cornerstone of that whole division).
Things could still work if he were put in an environment (ECW, Smackdown, whatever) where he could work regular programs with real workers who can give and take in high-flying matches; Shelton, Moore Wang, Punk, Morrison, possibly Londrick. Unfortunately, this isn't going to happen.

On that brand, Chavo works as a world champ, but I think he needs osme more charisma and character before he could hold one of the other two belts.

There's just something about Chavo I've never been able to connect with. I don't think it's necessarily his personality or his wrestling- he was one of the Smackdown Six, of course, if the weakest of the six- but when he comes out with that smug pose, I don't think "Oh good, Chavo's about to get his ass kicked while pulling out some impressive moves", I think "Oh damn, Chavo's in a match, I expect this will be mediocre." He's just... there. And he shouldn't have been made the top champion of any show or fed, even one pulling a 1.2 like ECW.

I really like Chavo the worker, at times he's a bit stilted on the mic. But i think that's because he's trying to remember lines, more than just coming up with things on the fly.
In-ring though, he's awesome and I love his over selling. His frog Splash varies from week to week though.
All in all, I'm happy he's ECW champ with some good clean wins under his belt. Seriously he has more clean title defenses than Edge, Orton, and MVP

And he doesn't even appear on the show he's champion of half the time...like Bobby Lashley
