I would be surprised too but if you think about it he is a better fit over there. First of all as their most publicly exposed guy it makes sense to have him on national tv as opposed to cable. They may also want him over there as an easier way to promote the network change that is happening in October. Also, Cena's demographic is more in tune with the Smackdown audience than the Raw audience. More kids and casual fans watch Smackdown than Raw and that is Cena's base. Finally, if they want to go back to pushing him as a top face and not as this pseudo-face who acknowledges getting booed by lots of fans type guy, then it would be easier to do on Smackdown where editing can cover things like the booing up. So I think that logistically he's a better fit on Smackdown but in the end probably won't end up there because Raw is the "flagship".
HHH losing and getting drafted I could see, with Batista coming to Raw, and Kennedy going to Smackdown. Then you could have a whole Edge/MVP/HHH/Kennedy main event quartet that would be totally and utterly fresh, with say Umaga, Matt Hardy, CM Punk, Miz and Morrison bringing up the upper card, and Smackdown would look like a great show.
Then on Raw, we could have HBK/Jericho/Cena/Batista/Orton/Regal/JBL and possibly The Undertaker, where we could have Taker/HBK, HBK/JBL, HBK/Regal, Cena/Batista, Cena/Regal, Batista/Orton etc. There's a lot of potential good that could come from this draft, providing death and steroids don't derail major plans again.
ECW can be the show were under-used veterans, lower carders that need a break and youngsters can hone their craft, and it will alll look good.
