Claudio, Hero and Quack.
Seriously, they are the Holy Trinity of independent wrestling. Whatever they do is superb, and when combined, they're unequalled. Lucha, big-man/little-man, technical, brawling, strong style, storytelling, they can make any style immensely entertaining. They could make getting shot in the face with a cannon fun.

CM Punk. He can work a headlock better than anyone else in the business.
I'd like to note that Regal would get the nod, but I think he has a tendency to make his matches a little too one-sided. Sure, it's awesome to see him utterly destroy a guy with hold, but for as cool as his offense is he simply goes on too long sometimes.

I would add American Dragon to the list. He utilizes some unique holds and has a rare viciousness while applying some of them.

if you include past wrestlers, I think there are 2 all-time that are head and shoulders above the rest: Ric Flair and Bret Hart.
In their prime, either one could put on a fascinating match with just about any other wrestler. They were not limited in the people they could work with. I saw Flair one time on TBS in the mid-80's in a match with perennial jobber George South. (Flair mentions this in his book-Steamboat was scheduled to be his opponent that day but something happened) Flair set George up in most of the spots he used with Steamboat. You would have thought George South was the no.1 contender for the NWA world title, he looked so good.
Bret had similar ability to make others look better than they actually were. One of the best examples was SummerSlam 92(I thnk) in Britain. He was facing a heavily drugged and sluggish Davey Boy Smith and made it a 5-star match.
Ric and Bret's styles were quite different however. Ric played off the crowd, going into the match with only the barest minimum of planning. Bret was a great storyteller-he scripted the match in his mind before it started and carried out a pre-arranged set of moves. Both styles worked well, but ironically, they did not work well with each other. Most of the handful of matches between them were somewhat disappointing.

Dean Malenko was always able to rope me into his matches with Jericho, Guerrero, and Benoit.
Of Active wrestlers, I agree with Punk, Jericho, and when he's a heel, Finley.

Mr. Perfect, Eddie Guerrero, Jericho, AJ Styles, and Ric Flair would be the guys on my list. All of them were/are amazing
