So I'm on patrol late last night when I get a call on the Car to Car radio that somebody put soap in the fountain at town hall in the city I work for...
So I get there and needless to say, the fountain is OVERFLOWING with bubbles and foam in the center of Town Hall...I was cracking up...if I had caught the guy after he did, I would have just shook his hand and told him way to go...

There was a fountain outside of Richie Hall (my dorm) at University of Akron. Richie was usually reserved for staff (I was Summer Conference Staff, bringing in the World Soapbox Derby group, among other things), so I was told I had to report anyone I saw put soap in the fountain...
... I never did....
...and I did it a few times myself (and we added food coloring, too, for that extra credit).

They used to do that back in my hometown every year at Homecoming. However, they replaced the fountain for some reason or another (pretty much read: We are serious people. We cannot have fun in this town!) and replaced it with a brand new fountain back in 2003, with original reports circulating that the fountain was destroyed.
However, those with a keen eye and an interest watching pedophiles get busted probably seen the fountain, as the old city fountain was at one of the houses that NBC used for To Catch a Predator some 2 years ago.

Its breaking the law. They should have been shot and then had their corpses mouths washed out with soap as a deterrent against committing the crimes again.
