Some guys, like RVD and Sabu, made an impression even though they're now gone. Others were either barely used, not used at ALL, or you just forget they were there, but all were signed to the brand and even had a page on the ECW.com website. Which of these made you say "Wait, really?" the most?
I'm not listing guys like Big Guido who appeared once or twice, but was not reported to have signed a contract or appeared on the website, nor guys like Rodney Mack who did an ECW house show or two, but was not listed on ECW.com's roster page.

The poor, poor FBI wins. They were signed for a long time, but damn near NEVER appeared on TV. It really was a shame because they were really talented.

A lot of those guys at least made appearances here and there. I honestly can't remember Axl Rotten even showing up once.

Axl was never used on TV after One Night Stand 2. He was on the roster page but apparently no-showed (I actually heard he went missing for a while and people feared he was dead) and he was quietly released.
I swear I remember seeing him on TV, cause I made Dusty Rhodes jokes at his expense, but that may've been during the build for ONS 1, not 2. I forget. Anyway, according to Wiki
Axl Rotten was listed as an ECW wrestler on the official ECW.com website, however events put his future with in the new ECW Brand in jeopardy. Rotten failed to show for the June 5 edition of Raw in an angle involving several other ECW wrestlers. WWE management was not happy with Rotten no showing at Raw. Furthermore, it was confirmed that Rotten was not backstage at the WWE vs. ECW Head to Head special that aired on USA Network on June 7. Rotten also did not appear at the ECW One Night Stand 2006 pay per view event that was held on June 11. He was then removed from the roster on the ECW.com website.
Brian "Axl Rotten" Knighton was released before he could even compete in the new ECW. His release was not announced on WWE.com. He has made a few appearances in IWA Mid South in tag team matches.

I gotta go with Rotten. I think he did less than most of the guys who only did the first PPV like Awesome and Tanaka.

I gotta go with Rotten. I think he did less than most of the guys who only did the first PPV like Awesome and Tanaka. Although I don't blame you for forgetting, Tanaka returned for ONS 2 in a losing effort in a 4 minute match against Balls Mahoney, a serious waste of both guys. It's too bad that Awesome was pissed over his ONS1 payoff and refused to come back for part 2, at least that's how I heard it. I was forced to vote "Other", because I somehow forgot one of my favorite wrestlers of all time....yes, Al Snow was signed to WWECW. Dammit! Sorry Al, I dunno WTF I was thinking...

I voted for Axl Rotten because I literally did forget he was on the roster, but I am giving an honorable mention to Jazz because I was seriously excited when I heard she was re-hired, and then seriously disappointed when she only appeared like once and did nothing.

I only remember Rotten appearing with Balls Mahoney on Raw and Smackdown the week before ONS1, and later at the PPV itself. After that, he disappeared.
How about Khali? He was only there for about a month.
