Put a mouthpiece manager on him, have him go on a huge winning streak, win the IC title. With that beginning, there's no way he won't be the top heel in the company before long.

I am a huge Umage mark, which you will see if you choose to read how I would book him:
I would keep Kozlov undefeated and try to make him a big heel, then let the big Russian challenge anyone, only for Umaga to answer (return) and end the streak, leading Umaga to a tweener turn. His character wouldn't change much, but his face/heel alignment would be blurry. Since I get to book his return, I would have him defeat Kozlov in a PPV rematch.
Then I would put him in a program where he further turns tweener (actually, he'd be the face in the feud, but would still act the same), when Vicky attempts to use him to punish whoever the babyface is that she's mad at (like Undertaker). Umaga would come out seemingly to do her bidding, only to attack her minions (be they Show, Chavo, Bam, or the Edgeheads). This would lead to a handicap match win over the Edgeheads, a win over Bam, a win over Chavo, leading up to a PPV match with Big Show. Going into this PPV, Umaga has been seemingly unstoppable. At the PPV, Show narrowly loses to Umaga, putting him over. Vicky is furious at Big Show, slaps him, then Show sells for a second, then chokeslams her to turn face.
I would have kept the WWE title on Hunter during this time. I would book one of those beat the clock deals to see who will face Hunter at the next PPV. This could feature Taker, Show, Umaga, Kendrick, Shelton, R-Truth, Kozlov, MVP, Chavo, and whoever else. Umaga ends up winning in the fastest time. They wouldn't turn Triple H heel, but they also wouldn't force Umaga to do things that would get cheap heel heat (like they have done with Angle when he was feuding with Cena). I bet you can see where this is going. Yep, Umaga going over Hunter and winning the WWE title. I don't do fantasy booking much, but thought I'd venture into it to imagine a big push for Umaga.

Random match on Smackdown, half way through it the two combatants get knocked down.. suddenly, the camera cuts to outside and faces towards the sky, focusing on a blip in the distance. The camera zooms in to show Umaga piloting a hot-air balloon. Umaga, wearing a top hat and monocle and holding a cigar begins to steer the balloon near the arena. The camera cuts back inside, and the two wrestlers are fighting again, unaware of the oncoming menace. By the time we see the outside again, the balloon has landed, Umaga has felled the cameraman is making his way towards the arena.
Suddenly, the inside is shown again, and a several hundred professional dancers dressed as mimes come out of the stands, they burst into an elaborate dance routine and sing "Magic" by The Cars. Umaga then bursts through the middle of the ring and flings custard pies at each wrestler, the referee and Taz (although not J.R.) putting them all into comas. Dick Van Dyke then walks down the ramp, puts a crown on top of Umaga's head and proclaims him "The New Emperor Of The Moon". Umaga does the Charleston as the show fades to black.

We find out he's been away because Manu was teaching him English...AND etiquette. We watch weeks of Umaga taking etiquette classes, mispronouncing basic words, getting frustrated, and smashing things.
He comes back a refined gentleman, unfurls a scroll, and reads poetry. Cue his new manager, The Genius.

I just wanna see Umaga come back as a face.
Have him return, talking or not, and destroy Shelton to win the US Title. Cut to feud with MVP. Shelton can feud with R-Truth, blaming him for costing him the US Title.
