It works when it wants to. It won't let me scan for viruses, it won't let me check for updates. Right it it pretty much only lets me connect to the internet. I have even tried to do a system restore, to bring it back to factory defaults. Its almost as if its been deleted from the computer itself. The system is 10 years old, I just didn't want to get rid of it. Any advice on how to fix or maybe salvage it, or advice on a new system.

Buy a computer with an AMD processor, it's cheaper and arguably better than Intel.

please do urself a favor and use any linux distro on ur pc. u'll be amazed at how much longevity it adds to ur old hardware. so long as you dont use it for gaming/editing every other need can be met with free software...

My advice is to keep an eye on Wal-Mart/Staples/Best Buy flyers for a Dell that's at least Intel Dual Core/AMD x2, bundled with a 19"-22" monitor, they should be around $700-$900. It'll do everything you want it to do, unless you're into the latest games, then you'd probably need a better video card. Even for watching DVDs, hulu, etc. mine's great.

You might want to check your local computer stores. I found one an hour away that made me a computer tower to specifications for around 450 bucks. I took an extra hundred bucks off because I already had a copy of Windows so it didn't come preinstalled.
