Well formats they've done in the past:
King of the Ring
Raw Roulette
Draft
Slammies
An Anniversary of some sort (aka the "excuse to trot out Legends" show)
Tribute to the Troops
Some sort of other tournament (Beat the Clock, Gold Rush, whatever they want to call it)
As for your ideas, "Raw vs SD vs ECW" is unlikely considering that is basically what they do for the Draft, and "Champions Clash" seems a bit generic especially considering Night of Champions already exists. It's possible, but it's more likely they'd just have one or two champion vs champion matches on a card instead of centering the whole show around them.

-Anti-Orton, who takes people out by headbutting their ankles
-Stopping Kane from absorbing Android 18 and reaching perfect form
-Sinister Sim Snuka siezes sizzling sausage snacks
-Manu studies for the math quiz, but Cody is too busy playing. Will he help Cody, or let him learn his lesson?

I want them to call the nostalgia show they inevitably air "Vintage RAW!" and have Michael Cole dress up as and mimic all the commentators Raw has ever had. Vince, the Brain, Gorilla, JR, King, Kevin Kelly, Cornette, Heyman, Coach.....and he can also be the ring announcer, dressed as Howard Finkel *and* Lilian Garcia at the same time. Meanwhile, King just sits there all night looking at him in silent disgust.
Finally, Cole gets in the ring, take off his suit and burns it, and commits suicide as Hornswoggle, Big Dick Johnson and a bunch of kids dance in the ring.

Champions Choice - They had it on Smackdown in 2005. Every champion had to defend their title. The catch was they got to pick their opponents. I miss that.

I hope they do a KOTR for 2009, this years edition was pretty good (save for the political stuff, and even then we at least got obama vs clinton in CAW form).

Draft, KOTR, Slammies. Maybe some other tournament than KOTR, preferably for a title.
