I'm thinking bug or poison.
Bug: Good against psychic, but there aren't many powerful bug moves, anyway. It's good against grass, too, but alot of grass types are poison, as well.
Poison: Good against grass, but like I said, a lot of grass types are poison.
Really though, normal's the most useless, 'cause it isn't super effective against anything! But, a lot of normal types are really good.
Anyway, that's enough of being a geek - vote!

Rock, when a level 60 Graveler can be killed in one hit by a level 20 Oddish, there is something seriously wrong.

Easily Bug. Bug is a good against Psychic, but nearly all of the Bug types have a Poison type too. Also, any bug that wasn't a poison type simply doesn't have the special defense to stand up against a psychic.
Poison is pretty damn miserable in itself. I don't see the point of training of a strictly poison type. You use it for lingering attacks.
Wow. I'm a grown ass man and I'm still talking about this? DAMN!

Rock, when a level 60 Graveler can be killed in one hit by a level 20 Oddish, there is something seriously wrong. That's because Graveler is a Rock/Ground, both of which are suseptable to grass and/or water. So when a 2x and a 2x damage come together, it's 4x. A regular grass move does 4x damage to the ground/rock type. To me, I've never really been too sold on poison. Besides Toxic, which just about any non-poison type can learn, there is nothing overly special about it, rendering it basically useless. There's no true OHKO poison moves. That, in addition to the fact that all poison types are pretty weak to begin with (everyone has to have a psychic in their party, which is incredibly strong against poison). Bug is also pretty useless. Besides Heracross, Scizor and Yanmega, there's really no strong/decent bugs. All can easily be taken down by a flying type, and everyone has a Bird (or something that at LEAST knows Fly) in their party. Easy defeat. But, I also think Grass is nothing more than an annoyance. It has all SORTS of drain based moves, Ingrain, and can reap the benefits of Sunny Day and Rain, so your best bet is to whittle down the health of your opponent. Not exactly the best choice for your starter. Water and Fire are always superior in every sense of the word.

Poison. They don't seem profitable. With any other type they would be good for transportation, cheating at various contests and sweepstakes and/or as a pop-up bodyguard. Poison just seems like it'd be too much of a hassle.

I gotta go rock type myself, but just because it was essentially just a baby version of the ground pokemon group. Anything the rock group provided, there was a much stronger AND faster version of it in the ground group, and they shared pretty close to the same weaknesses.
Keep in mind I haven't played a Pokemon game since Gold/Silver, and in that I never really touched the new types. In fact I ended up going through the Elite Four and the Kanto gyms with simply my Pokemon Red team.

What generation are we assuming?

While we're at it, the weakest was Psychic, at least among the trainers. Sure they had the most powerful attack, but one good tackle from any normal pokemon takes out an Alakazam.

Rock because it was always paired with ground, making it 4x weak to common weaknesses.

equip it with Experience share and wait till level 25 or so. or ask James to kick it. and then you'll see how badass it can be.

Normal. What the hell? Seriously, it isn't effective against anything, it's got a bunch of weaknesses - hell, it's completely useless against ghosts. Normals suck.

Flying, didn't have many strong moves and although they had no weaknesses they lacked the strength to be much use. Bug at least gave us Scyther, Pinsir and Butterfree who all were fairly powerful.
