Maybe I'm just OD'ing on nostalgia... but this is my favorite GTA since 3.
GTA3 is the game that honestly got my back into video games when it came out, I got a PS2 that summer and did nothing but play that game.
Vice City, I loved the time period and the soundtrack... the story was really cool until it got to the "Own the city" portion, after a while I just stopped caring. Plus.... the main complaint I had about the game is that it was almost too pink, and when it became daytime it became almost unplayable if you had to drive towards the sun.
San Andreas, again.. I loved the soundtrack... but I have to agree with the "too much game" thing. Granted, it's a weird complaint and I really have no qualms with the extras they put into it... just at a certain point, I got sick of driving 20 minutes for no real reason. I really wish the rumors of the Crazy Farmer, Bigfoot, the Ghost Car, and the like were true because that would've made the huge distance between the cities a lot more entertaining. Hell.. I'd love to be casually driving through the countryside, catch a gliimpse of something just to my right and then try to bring back a Bigfoot carcass.
With GTA IV... it seemed to go back to the basics enough, while still tossing a bunch of extras in as well. Probably the biggest problem I had with Vice City and San Andreas is that everything seemed pretty tough to come by. Either weapons or money... GTA 3 was awesome because you'd get money for literally everything you did so you could really take advantage of the sandbox-style and just spend a few hours just messing around... killing random people... pissing off the cops... whatever. In Vice City, I didn't dare try unless I had a ton of money.... same for San Andreas, where it took a whole bunch of missions to even unlock Ammunation. With IV, you get a lot of money right away, plus access to weapons, all without the fear of losing them very easily.... to me, it no longer penalizes you for making your own fun in the game.
