I know the storyline with Bret and all that -- but what was the real reason he wasn't given the shot at the title at that PPV, backstage?

As over as he was, he still may have considered not quite ready to take the belt. Keep in mind one the long term plans was to have a Hart/Austin rematch for the title at Wrestlemania 14. Basically build up and establish Austin as a babyface for a year then put him over huge and pass the torch at the biggest show of the year. That did end up happening, just in a different way than thought.

It should have been him and Bret for the title, but Bret's a LOSER!
Well, not really as he's one of my favorite wrestlers, but couldn't resist referencing that classic promo.
As far as not getting the title shot, I think it had to do with two things.
1) Building up Austin as a "WWF Star." As most of us should know Vince typically likes to build guys up for a while in his company even if they did build up some steam in WCW and WWE such as Austin did.
2) The match didn't need the title. Bret and Austin was going to be a classic regardless of if the title was involved as they had previously shown in their Survivor Series 1996 match. Undertaker/Sid, not so much.

I think it was originally HBK/Bret scheduled for Mania but then HBK went down with the injury to his smile. With them turning Bret heel, they didn't wanna put the belt on him at Mania (because heels never walked out champ back then) so they went with Bret/Austin. It was probably a safer decision to put the belt on Undertaker rather than have Austin go over Bret.

Shawn Michaels was originally supposed to drop the belt to Bret at Mania 14 in a return match from the Iron Match.
However Shawn lost his smile because he wouldnt be able to wrestle again and they put the belt on Sid. Undertaker then beat him at Mania 13 for it.
I'd speculate that they wanted to make sure that they got Austin over massively when they put the title on him.
