Teddy. After all the heel GM's, it was refreshing to have a face one. Plus, I liked the vibe he gave off with the MLK posters, dancing, and the "Go One on One with da Undertakeh, Playah!" threat/line that he used.

Eric Bischoff... just played that role perfectly... Heyman was also great for the short while he was GM in 03/04.

Regal for me. He does the role very well, and the last time he was doing it, before he got busted again, gave us some really interesting moments

Bischoff, by far. Especially when he started to show that he'd screw a heel just as soon as he'd screw a face, as long as he thought it'd get ratings.

Stephanie. I thought she did very well in the role, especially because she actually succeeded in being a face after being a heel for so long. Her rivalry with Bischoff was well done, unfortunately I don't think it was ever really given a big blow-off match or angle.
Bischoff was very good but in the end lasted too long. His last year or so was bland. I wouldn't have minded him as a manager for someone but a heel GM can only last so long.
I never really liked Heyman as a GM, I much preferred him as a manager.
Theodore Long was/is alright. He has the longevity factor as well; I could see him as an authority figure for a good few more years because he doesn't hog the limelight.
Vickie Guererro also deserves praise so far; she has done very well in her role. The WWE has to be careful not to overexpose her in the role though.

I love Flair, Heyman, and Regal. But the best GM was and is Teddy Long.

Foley as Commish was cool he was awesome back then. Regal was also enjoyable back in 2001 ish
Within the poll options it's a toss up between Bischoff/Stephanie I thought both of them did well within their roles.

Bisschof was fantastic. Teddy Long was also very good because he stayed a face his entire run. Third place goes to Regal, he could have been #1 but he needs a long run as GM
