Smackdown, as well as the other brands, has a thin roster. It's a trade-off for giving the talent they have more face time. The roster looks like this:
Full-time Superstars: Edge Jeff Hardy Rey Mysterio CM Punk Umaga John Morrison Shelton Benjamin Charlie Haas Ricky Ortiz R-Truth Shad JTG Mike Knox Dolph Ziggler
Special Attraction/Part-Time/Jobber Superstars Undertaker Kane The Great Khali Kung Fu Naki Jimmy Wang Yang Curt Hawkins Jesse
Full-Time Divas Melina Gail Kim Michelle McCool
Non-Wrestling/Sort-of Wrestling Divas Layla Eve Maria Candice Alicia Fox
When you have nine-ten segments of television to fill each week (including one-two on Superstars), there will be a lot of repetition unless they want to give away big feuds. With Taker and Kane out, they have just enough roster to fill their TV time.

If they did this before Judgment Day, then it would've been a little contrived, considering their match at JD was a normal one-on-one match. The match last night had no affect on their Extreme Rules match, since the winner got to pick the stipulation, which ended up being a ladder match. People will order the PPV in order to see this match, since it'll be nothing like they've seen on TV.

I'm not complaining, it just seems really bad business to me to give me a PPV match two times a month on free TV.
The roster being thin doesn't really justify it in my opinion. They could have come up with many ways to get Jeff to decide what type of match it will be and one up Edge.

Do you remember how Jeff and HHH were going at it day in and day out during their feud last year, which iirc also made it to 4 consecutive PPVs? That was stale. This isn't nearly as bad - if they don't overdo it it will simply build up the feud. BTW, was I the only person annoyed when Edge looked scared when he heard it was going to be a ladder match at ONS? For crying out loud, the guy has done ladder matches like few others have. He himself wanted a TLC match against Taker last year. And now, oh dear me, a ladder match.

This is the thing WWE needs to understand, and that's to stop running their money matches to death. Someone did that list showing that Cena v Edge had taken place on TV and PPV over 30 times.
They've done Punk v Jericho twice this week, Punk v Edge within the month and Jeff v Edge three times if you include both the past and upcoming PPV.

I agree that big money matches shouldn't happen all of the time. But, I think it's smart business to give fans a big money match on free tv every now and then, so people have a reason to tune in. The Attitude Era did a ton of big money matches on free TV, but that didn't hurt their business.

I believe it was the week after No Way Out this year was the last time that I can remember Edge taking on Jeff Hardy on Smackdown.
