Could be maybe she discounted the price before tax on the item because the item was free but the tax is not. Sounds dumb, but makes a little sense... not that I agree with the practice.
This sort of this used to happen ALL THE TIME when I went certain places for my free 20oz cokes/pepsis/etc. Most did even exchange, cap for soda. Some rang it in and discounted the normal price and charged the tax according to what it would be if I had paid instead of using the coupon.
