Wasn't it some shut down unit that he and Fowley reopened before Scully teamed with him?

Wasn't it some shut down unit that he and Fowley reopened before Scully teamed with him? That's what I remember. He and his former partner were assigned to it a year or three before he met Scully. Was there an actual agent assigned to it before the '90s, though? I was under the impression that it was basically a large crank file where the FBI stowed all of their wacky cases that no one had time for.

No, no agent was ever officially assigned to it. Arthur Dales investigated an X-Files in 1952, and several cases were designated as "X-Files" because they were unsolved (because there was more room under "X" than "U" in the filing drawer) but it never became a unit until Mulder basically forced it into existence.

i really, really love this show, but you could tell that they really wanted to have the biggest audience possible, at the expense to their stories/plots.
For instance, last night I was watching an episode, and a lab worker was explaining to Scully the basics of DNA. I would hope that Dana would at least know about base-pairs, considering, you know, know only is she a MEDICAL DOCTOR, she is also an FBI AGENT.
