Well a couple people were complaining about Kamala and Tatanka so I just want ask what is it? How well they wrestled, how well they drew?
For me, it's the basic fact, if I can remember them from so long ago, and I remember them being over back then, then they're a legend considering the short attention span of hte wwe audience. Sure guys like Hacksaw weren't great in the ring like Steamboat, and Huge draws like the Hulkster, almost like Heidenreich today, but dammit he was over, and most people remember him fondly.

I'm not entirely sure, but I think it's a little more than the current E line of "Any guy that wrestled before the Attitude Era"

Well. obvoiusly today everybody is a legend who wrestled before the new Millenium and has won at least a few matches in his time.
For me a legend must have at least done one of these things :
1) He carried/led the promotion for a while (example : Hogan)
2) He constantly helped to bring people over (example : Dibiasi)
3) He was on at least (upper) midcard level for several years (example : Hennig)
4) He was able to show min. ****- matches on a constant basis. (example : Flair)

Actually I would constitue the word legend for someone who's been.....
- at least a two-time world champion
- someone's who main evented any of the big four PPVs on multiple occasions
