Ok, so Vince McMahon calls you up on the phone tomorrow and gives you total and complete control of the book. You can fire or release anyone you like. You can put anyone in matches that you like. You are the booking God (or Goddess). How do you fix the stale product that is WWE?
Here's my plan. (in order of importance. Please note that I really only get to see Raw every week as I work most Friday nights...)
1) Have the World/WWE titles change hands on free TV every now and then. I'm not talking nearly every title change, but if you did it say twice a year, it would add more intrigue to the main event. It takes a lot away from the biggest match of the night when you know that one way or another the champ is going to retain his title.
2) Restore prestige to the IC title. There have been some of the greatest workers/performers in WWE history that have held that belt. Bret, Owen, Stone Cold, Rock, HHH, Mr Perfect, Savage, HBK, Razor Ramon, etc. It used to be a really big deal. IC title bouts used to main-event Raw. Now it's given to washed up Ric Flair and not mentioned or defended for weeks or months on end. This will be a long process. I don't know who they could put it on right now to restore prestige. I'd guess maybe Goldust or RVD for a long reign. Other than that, maybe they can bring up a monster from OVW, let him win it, and have him be the "monster" heel, and only take it off him when he's on the verge of main eventing.
3) The tag division is in shambles. Right now the best thing IMO would be to let Big Show and Kane keep the titles until a legit team (and not just 2 singles wrestlers thrown together) beats them for it. Once that team forms, form other teams. It can be done. There is a lot of good young talent on the roster being under-utilized.
4) More stables. Right now there is a severe lack of a good heel stable. Even a decent face stable (like DX) would be good. The closest thing on Raw is the Spirit Squad, which sucks like nothing has ever sucked before. It's kinda sad, really. From what I have read all are very good workers and are immensely talented. Vince would have been better off giving them acceptable gimmicks and letting them showcase their ring skills. I'm pretty sure they could have gotten over. It would have been very refreshing to see a stable with nothing but new guys in it.
Does anyone have anything else?

I'd keep the brand split. But I'd unify the world titles and have the champ work both shows, with occasional interpromotional matches to set a number one contender for big events.
I'd also unify the tag team belts and have the champ team work both shows. Same scenario as the world title. Would give having a tag division a champ.
The IC and US belts would remain, as they are, but be elevated since they'd be the most prestigious gold on either show.
I'd keep the cruisers on one show and women on the other. Would add some of the talented women they've lost back into the women's roster. Would use the current stable of cruiserweights, just... better.

1. Fire everyone on the RAW Roster except Snitsky and Tomko
2. Turn Monday Night RAW into The Snitsky and Tomko Show, where every episode... they do stupid random things... like punt poodles at clowns... or try to imitate Too Cool... complete with a Snitsky Worm.
3. After all of the Non-Smark WWE fans quit watching the WWE in anger, change Smackdown to the IWC Dream Theatre... where Paul London, Brian Kendrick, Paul Birchill, William Regal, Chris Benoit, Kurt Angle, and various other really good wrestlers put on Five or four star classics every night.

To be honest...if they don't with the Randy Orton thing...they might actually have a chance of somewhat making up for what has happened within the last year. And if Johnny Ace gets canned...then there's one step to recovery already.

I'd elevate the champions to a pedestal. Bring prestige to the belts again. I would make sure that everything is planned well in advance, with a plan B and a plan C that makes sense in what I have built up.
I would fire certain people in the creative team by making them pass a standard test. If they pass, they're kept around, if they fail, they're fired. Each writer would be assigned to one feud in particular, and it's their responsability to make sure it pans out correctly. Not perfectly, but correctly.
I would never turn down a worker asking for help creatively. It helps maintain a climate of confidence between the workers and the writers.
I would have REAL stories being told instead of half-assing them, with a definite conclusion with an opening for something else. One of the ideas I've had was to introduce a "monster hunter" character (with no real religious undertones, just someone who hunts supernatural superstars), he would start off working the ranks until he was in range of Kane. Have them feud. Have the guy do some sort of crazy taichi something and hit Kane square in the middle of the chest with a palm strike. Have Kane laugh it off and try to do the pyro thing. Won't work. Then have great match with back and forth action until monster hunter wins. Then send him to SD to beat Boogeyman and Taker (and have them work programs with the both of them). It's a supernatural character that breaks suspention of disbelief, but it's still a pretty good story.
Basically, I would make sure that people leave the arena and say : "That show was good. The wrestling wasn't bad, but man, I really enjoyed the show."

What I would do is call up Toho, Daiei Studios and see if I can borrow the Kaiju Suits (Giant Monsters) and have a Kaiju Battle Royal.

I would make all the championships meaningful again.
I would put Flair in an IC title feud. Not a feud with Edge, not a feud with HHH, but a IC TITLE FEUD. Make it seem like he actually cares about defending it.
Cut our losses and start over with the Raw tag champs. Kane and Big Show are invincible, and no team of Raw can beat them. Come up with some storyline reason why they are stripped of the titles, and have a small 4 team tag tournament with the Heart Throbs, Cade/Murdoch (their stellar singles pushes will have to wait), Snitsky/Tomko, and Venis/Viscera. The winner will get the tag titles. A few months later, Show and Kane could rematch just as a formality, but they would lose (maybe by DQ or something).
Have Victoria leave Skank and Skankier, and help Mickie shut Ashley and Trish up.

1. Elevate the titles. Make them important, make sure there are enough contenders for each of them, and work to raise each belt's prestige.
2. Allow great workers who might not talk very well to still get over, whether by putting them in teams, stables, or with another kind of "mouthpiece" of some sort (I always liked the idea of SD forming a sort of Generation Next-esque stable, with guys like Burchill, London, and Kendrick teaming together, maybe with Regal as their mouthpiece/manager).
3. Use LOGICAL storylines. Not every feud has to begin with "Wrestler X stepped on my toe backstage, and made me spill coffee all over myself! This means WAR!" Nor does each feud need "Listen to how offensive I can be! You better hate me, don'tcha know!". Rather, let things unfold IN THE RING. Like Finlay/Hardy; if an issue rises out of that, it's because of what Finlay did to Hardy in the damn ring, not because of any skits or promos.
4. Eh, that's enough.

1. More Mama. 2. Chloe as General Manager. 3. Snitsky in a thong. 4. Give Nunzio a "Napoleon Dynamite" character. 5. Bring back Miss Kitty. 6. Batista and Rico become Tag Champs. 7. Give Torrie a new gimmick where she can't control her bowels.
