How would you go about it? I wonder if they can convince HBK to even touch it at this point, but if they could get him to do it as a heel I think it would be gold and the best chance to actually put the new Harts over.
My idea would be to turn the Harts face which would be pretty easy. Then have them chase the tag titles. Meanwhile HBK comes back as his regular face self and cut a face promo. Later in the show have a backstage segment where the boys are coming up to welcome him back when the Harts show up with all due respect. Have HBK dismiss them with a "Sorry, but I don't talk to junior nuggets" and walk away leaving the Harts in stunned, hurt silence.
Next week have the Harts get screwed by Edge and Jericho or whomever the heel tag champs are. While Shawn cuts a promo where he makes another dig on them and claims he hopes they lose.
After that have the Harts give a promo demanding a rematch with the champs for a fair shot at the title. Have them call the champs a disgrace to the gold. At that point Shawn comes out to confront them. He says that they are just like their relatives with their whining and not taking their losses like men. The Harts then get over on Shawn by bringing up his past actions and how he knows all about screwing over champions.
Later in the rematch for the tag titles Shawn then comes out and screws the Harts out of the tag titles.
Thus the angle begins. I admit one problem is how to work Shawn against three people without making them look bad. I think it is possible to work Shawn's experience as his strength. He could divide and conquer for a while until he puts them over in the ring. But which one gets the rub?
