He was the perfect midcard heel: a cheater, but able to deliver a solid match and to look competitive. Just what WWE lack today.
The induction into WC is a mystery to me: he and Martel don't deserve that, at all. Repo Man maybe does, but IRS and the Model were over.
If a dubious gimmick is enough to be WC, so a good 90% of pro wrestlers have to be there.

Yeah...I like IRS too...the induction of him into the Crap I believe was more the gimmick itself rather than the character...I think RD even said that he played the character up to par...much like Repo Man did. IRS was great! By far Rotundo's greatest gimmic. And how about that finisher, The Write-Off! I would have loved to see him return for the Masterlock challenge and chide Masters over his late fillings or for writing off his 'supplements' as a business expense.

I agree IRS shouldn't have been inducted. Captain Mike? Yes. Repo Man? Yes.
But stupid gimmicks like IRS, the Model, and Honky Tonk shouldn't be inducted because they were over, and they were over during a time when wrestling had dumb gimmicks. And the wrestlers made them work.
I mean, hell, what gimmick in the 80s-early 90s wasn't fundamentally stupid?
You had the likes of wrestling male stripper in Shawn, an undead Zombie in Taker, who knows what Sting was supposed to be, and everyone's favorite, a Warrior from Destrucity.
