Jeff Jarrett has been criticized by many smarks that he is designed for the midcard. In fact, they feel his reigns as WCW felt forced. So, lets find a way to make him a suitable World Champion in the WWF. Mind you, he WAS over in his first WWF stint, and also in his second one, mostly towards the end.
So I feel the best way is to capitalize on his Attitude Era run, it can be any time during his existing run(October 1997 to October 1999), though realistically, he'd have to stay a little longer(in my opinon) for this potential reign to be convincing. I'll post mine after I see a few responses.

WCW did the absolute best you could with basically that exact same gimmick he used during that WWF run and still it felt forced...With the amount of talent in the main event that WWF had at that time I dont think theirs a conceivable way you can make him champion unless you put Vince behind him and put him in some kind of corporate role as the new "Chosen One"

2. If it did, he would have to come across like a cross between Ric Flair in his first WWF run, Eric Bischoff when he first joined WWE, and Triple H in his dominant heel champion run (2002-2004). He would come in like an outsider after so many years affiliated with WCW or TNA. Play up his leadership of a competing company and have guys like DX criticize some of TNA's failures or him being forced out.
I think his championship run would need to be transitional and brief (one - two months max) or else risk alienating fans. But he would bring some interesting heat against top faces like Triple H, Cena, or even Taker.

Basically, give him the push they gave Triple H in 1999 instead of Hunter. Have Jarrett crush Owen with the guitar and start calling himself a franchise player and feud with The Rock to face Austin at SummerSlam.
If I can't undo the HHH push, then frankly, I don't know that it could be done by October 1999. He didn't get real heat until Debra and he couldn't really fit in the Austin/McMahon feud.

For your information, Big Show's first WWF title reign was during the Attitude Era, and he was in a midcard feud with the Big Bossman, and ratings were still the same. And it wasn't even about the title. Though he should'nt have had it in the first place. So you can't say that the champion is the main reason fans tune in or not. It also has to do with the storylines he's involved in, as well as the contenders. With the abundance of talent back in 1999/2000, there would be plenty of star power to support a Jarrett title reign. I will post mine later tonight when I come back from work.

"For your information" sounds kinds of hostile. I WAS saying how WWE could make work as champ. I just don't think WWE or the fans would want Jarrett as the face of the company after so long as the face of the competition...and the failed face of the competition. It would make them look like they are failing too.
I misinterpreted the early challenge. I thought it was to book him as champion NOW as if he was signed in 2009. If so, I have a good idea. Have Vince come across distraught since Shane, his own son left WWE. Have him get phone calls from an interested investor who has a vested interest in pro wrestling and wants to take over Shane's role in the company. It turns out it is Jarrett and Vince thinks the time is right to welcome him back.
Jarrett reveals a deal with Stephanie that gives him more power than Vince agreed to. Jeff kayfabe fires some popular wrestlers like Edge, The Undertaker, and Batista...who he claims are the old dogs ruining WWE. The fans are livid. Keep the "firings" going for a month and the fans get more ticked with every passing week. Jarrett signs himself as an active wrestler to turn WWE around. Feud with remaining stars like Cena or Rey and align with some other heels.
In a shocking twist, a match filled with outside interferance, Jarrett wins the title. At the next Raw, Jarrett comes out to celebrate taking over WWE. Vince's music hits and interrupts him. He announces that he has re-signed Taker, Batista, and Edge. One of those men will take on Jarrett for the title and the fans will vote a la Cyber Sunday. The next weeks of tv, Batista, Edge, and Taker take on Jarrett's associates while Jarrett ducks out of the matches feigning illness. The next PPV, one of those guys wins the title....preferably Edge.

To me, after winning 3 IC titles that year, Jarrett seemed poised to at least be in the World Title picture in late '99. Not necessarily win it but at least a couple of matches with Stone Cold who, of course, didn't wanna have to do anything with Jarrett...or Billy Gunn...or job the title directly to Triple H. God, no wonder we got Austin vs. Taker 87 times.

Ok, how about, have him go over val and nicole bass(w/ debora) at over the edge 1999.
Then have him, fighting for the memory of his tag partner and best friend win the KOTR over mr ass in the final.
Then at fully loaded he beats edge by DQ, with the rest of the brood coming out to save edge's title. at fully loaded the undertaker beats austin, who now feuds with HHH, with the rock feuding with mr ass.
The raw after fully loaded, jarrett cuts a promo saying that he's glad he didnt get the IC title, as he's the man to take the WWE title, fighting for owen he's slowly becoming a bigger and bigger face.
The undertaker wins the match at summerslam, but jarrett beats mankind for a number 1 contenders match at unforigven, where the undertaker beats HHH(who beat austin at summerslam)
At unforgiven though, jarrett wins the WWF title after a long match, after breaking his guitar over undertaker's head.
At this point, riding on the wave of winning the title for owen, jarrett is champion, but undertaker wants his rematch after he lost due to a guitar shot. At no mercy, jarrett wins in eaqully dubious circumstances.
At survivor series, undertaker gets his second rematch, but HHH after going over austin wants a shot too... in the match, HHH pins jarrett for the title. Which leads to a number 1 contenders tournament, leading up to armageddon... mankind beats Jarrett, and the undertaker beats big show. Taker goes over mankind, and taker gets his shot, and loses.
Mankind demands a shot against HHH, gets beaten down, becomes cactus jack, and the rest carries on.

Well, I hate to say it, but it could substitute Jeff for Rey and Owen Hart's death for Eddie Guerrero's death and it could have been a tribute-to-a-fallen-friend type reign. Jarrett turns face, 'Taker wins the belt off Austin (who maybe gets sidelined in another feud that's pushed just as hard as the World Title feud or maybe just gets some time off to heal) and Jarrett pursues 'Taker. Maybe Jarrett is pissed that Taker's persona represents death when the real-life death of his friend & tag team partner is so fresh ... so underdog Jarrett goes after the big bad Taker and wins one for Owen. Then a couple of months later he loses cleanly to Austin, or maybe jobs to Trips to start his big heel push.
I'm not saying it's tasteful. I'm just saying it's plausible.

Allright, so here's my idea of how it could've worked.
Jarrett decides to renew his contract, thus not going to WCW. The night after No Mercy 1999, he claims that Chyna's victory over him was a fluke and that he demands a rematch. Vince McMahon comes out and says that he has to earn it and will have a match that night to contend for the IC championship. Jarrett, angered, but cooperative, wants to know who his opponent will be. "Well its the Big Show...."
Big Show dominates most of the most until Big Bossman comes out to distract the ref, when Show turns, Jarrett wallops him with his guitar and gets the pin. At the Survivor Series, Jarrett demands the match to be in a steele cage - a man's World. Chyna agrees to that match type. Double J wins the match and the IC title via pinfall. At that same event, The Rock, and not Big Show becomes WWF champion.
The next night on RAW, Triple H, who claims Vince McMahon screwed him out of the WWF Championship demands his title back. The match is advertised to be a second chance match between him and Big Show, but Vince McMahon stacks the odds against Triple H again, and adds Jarrett to the frey the last minute.
At the end of the match, Triple H has Big Show in the pedigree, but Jarrett smashes a guiter over his head, covers the Big Show, and goes on to face The Rock at Armageddon.
At Armageddon, The Rock wins the match via DQ after Jarrett hits The Rock in the head with his guitar. They have a no DQ rematch at The Royal Rumble, and just when The Rock has everything under control, Triple H comes up and clobbers him with the sledgehammer. Jarrett then puts The Rock in a figure four, the referee raises The Rock's arm 3 times, WINNER AND NEW WORLD WRESTLING FEDERATION CHAMPION DOUBLE J JEFF JARRETT!!!!!!!
Next night on RAW, Jarrett gives an emotional speech on how it took him 12 years to get to this point and how he reached the top of the mountain. Mick Foley comes out and challenges him for the WWF Championship at No Way Out in a Hell in a Cell or he'll retire.
At No Way Out, Triple H(who won The Royal Rumble) puts his Wrestlemania title shot on the line against The Rock, and loses. Jarrett defeats and retires Mick Foley at that same event.
At Wrestlemania 2000, The Rock defeats Jeff Jarrett and regains the WWF championship. They have a rematch at Backlash, and The Rock retains. Jarrett then remains in the upper midcard echelon feuding with Benoit and Jericho over the IC title until Austin returns that fall.
Rikishi reveals himself to be the driver, while Jarrett is the one who orchastrated the attack. It basically stemmed from their USWA days and behind the scenes yada yada yada. At Survivor Series 2000, the two have a street fight which ends in a no contest after Jarrett tried to trick Austin into coming into the parking lot to run him over again, only to have Austin lift his car up with a forklift and flip the car onto its roof 10 feet high.
They continue their feud until No Way Out 2001 in a three stages of hell match, with Austin winning 2-1. After that, Jarrett has a feud with say Kane, they fight at Wrestlemania X-7 where Jarrett loses and leaves shortly thereafter to form TNA.
