With the exception of the one year in which drafts took place on both Raw and Smackdown, the draft show has always been held on Raw. I think it has always made Smackdown look inferior by having the draft as a Raw exclusive. I never understood why they never had a neutral show once a year called WWE Draft. They had a neutral show on the USA Network for the WWE vs. ECW angle. Heck, they could even promote a SNME called "The Draft".

Ratings.
Raw is the show most people watch and know about. Put all the big changes on the biggest show and the information and hype will trickle down from there.

I always figure since it's the first show of the week, generally after wrestlemania, so it's kind of the like the start of the new "season"

The thing I don't understand about the draft?
How about the fact that before the draft, these draftees sometimes act like moving would be the worst thing possible. Then as soon as they hit their new show- BAM, they're thrilled about their new environment and couldn't wait to move.

Why is the draft always done on Raw?
Because Raw is live. Doing it on Smackdown means you'd know the draft results before they happened, for those that read Spoilers.
...they could do it as a non-wrestling based draft on WWE.com, but that's no fun.

I honestly think the Booker T angle in 04 had some serious potential for a world title feud, with Booker being the big fish in the small pond. So of course the main event slot went to a guy who just jobbed to Scotty 2 Hotty with his career on the line.

Raw not only is live and is the first show after Mania. It is the WWE flagship and longest running show. It is the number one show of the week and Smackdown is number 2. Smackdown didn't start till 1999 and Raw in 1993. Raw is the far more established and bigger show. No matter how the WWE promote the shows t5o make them look equal. Raw is the number one show. Smackdown is number 2.
