I'd have to say either Bobby Heenan with Rick Rude or Jimmy Hart with Money Inc.
Rude and DiBiasi were so great that they didn't need someone to speak for them and the managers could've been better served with someone else.

WWE trying to make Armando Estrada a wrestler. Ok, I realize that he was originally a wrestler, but I thought he was great as Umaga's manager, and I think he should've been kept around as a manager.

Ted DiBiase managing the Ringmaster. DiBiase character could have been a fantastic heel manager, to the levels of the greatest in the business. Stone Cold had other plans in their partnership lol, Any of the generic manager/bodyguard & wrestler combos annoy me because they generally have no background. As a good manager, Cornette with the NEW midnight express, when he could have managed any of the main roster in WWE

I'm pretty sure Harley Race managed Vader just to give Harley something to do. Vader didn't need a manager; Harley could have been put with someone better. (and I don't mean Super Invader or whatever his name was.)

As a good manager, Cornette with the NEW midnight express, when he could have managed any of the main roster in WWE When Jim Cornette can't get people to hate you, you know you have a problem. I remember the KOTR match they had against the NAO and how you could hear a pin drop when they walked out. Paul Heyman managing Heidenreich springs to mind as well.

Jimmy Hart with Money Inc. It kinda made sense at first when the Disasters and Nastys turned face, but beyond that it was pointless.
And beyond that, Hart as a face manager with Beefcake and Hogan was foolish.

Jason with the Eliminators when they started in ECW. Saturn & Kronus talked on the mic and got over on their own; Jason was only there to remind fans that they were heels.

Jimmy Hart....as a BABYFACE...with Hulk Hogan. WHY???!!!
Jimmy Cornette.....as a BABYFACE....with the Dynamic Dudes in 1989. Though Clash 9 with the Midnights Vs. Duds made it all come together perfectly, not in the way they'd intended. And also, when Cornette was reduced to doing "guest expert" commentary in WWF 98/99 to put over all their Russo-Ferrara bulls***.
Heyman managing Heidenrape also was useless. When Paul E. can't get you over, then you're doomed.
Oh, and Sunny in the WWF for most of her tenure, when she had to manage the Godwinns and shill their crappy merchandise.
And Dawn Marie for pretty much all of her WWF tenure.

Sunny in LOD 2000. Actually, that was a pretty sweet idea, never mind. Too bad it sucked. I mean, give the Road Warriors a new look, and let Sunny hang out with them, much better that "Fight the pig farmers!"
I'm going to have to say Double J's managers. The man was annoying enough, a mouthpiece isn't needed. Heck, Stone Cold Steve Austin could have walked into the impact zone, and joined Kurt Angle in making fun of Jill Jarrett, RIP and Jeff is still the heel in that situation.
