Because Vince really doesn't know what he's doing.
What should have happened was his push should have amounted to something higher on the card. I'm not saying give him a belt, but put him in the picture so he looks legit. After almost a decade of solid jobbing and being a really good wrestler Horowitz more than deserved it.

Ultimo: I wouldn't have minded him at least having the tag team titles with Hakushi.
When you get a tag title scene that has cowboys, fitness gurus and hog farmers...yeah, a nerd and a Japanese guy with tattoos all over his body doesn't seem that bad.
