Both matches were bad, there's no doubt about that. The Jackie Gayda match was a visual disaster, but it could be argued she was a major rookie. The Wrestlemania match wasn't as bad, as far as botches go. But considering who was involved, it should have been much better. Personally, I would say the Goldberg/Lesnar is less painful thanks to the crowd. How about all of you?

Everyone knew that Jackie was the weakest choice of the Tough Enough kids from that season so her abomination of a match wasn't really that much of a stretch. Lesnar vs Goldberg was supposed to be HUGE but considering both guys could give a crap it turned out horrid.

Easily the Jackie Gayda incident. Duh
And to clairfy that and not just put over my crowd shenannigans, Jackie's incompetance TOTALLY exposed the business and I hate that. Poor, poor Trish. Neither Goldberg or Brock gave a s*** but you KNOW Trish was upset and you gotta feel for her.

Despite Jackie's terrible performance, and as said by Godz, exposing the buisness, I think that some of the blame of that has to go to the office for putting Jackie in the ring on Raw THAT early. She had a tag team match on Velocity before that, and that was fine, but on Raw, you're live on television, so there is little room for error. And Jackie was really green at that time, and barely had any training. She had some decent training on Tough Enough, but she wasn't ready for the big time, and wasn't ready to get any offense in the match.
Maven was fine because he just got the crap beat out of him and had to sell. Jackie was the heel and had to get some heat on Trish Stratus, and we all know how that turned out.
Where as Goldberg and Lesnar, two former World Champions, should have put on a brutal, hard hitting match, but put on possibly the biggest stinker in Wrestlemania history. I feel that it was the worst match ever because of the hype to it, and that both could have done much better.

I think move for move and botch for botch that Jackie and Trish's tag match was hideous and probably worse. In fact, probably much worse.
But looking at it all the way around, this was Wrestle Freaking Mania. One of the more pushed matches on the show that year. And in the middle of a hot Mania card, these two went out and crapped in the ring. (Insert Sid joke here?).
Just for where it was and what it could have been with Brock in there, I say the Mania match.
