That aren't Joy of Painting with Bob Ross? Christopher Lowell's show had painting features, but wasn't all about painting. Of course, knowing that may mean I'm a homosexual.

The one German guy who would rant violently that Patton Oswalt talked about in one of his standup specials.
"MY THIRD WIFE WAS A BITCH! I SHAVED HER BACK WITH A RUSTY TUNA CAN LID! ...Oh, and here we use a light brown for this"

There were two I remember as a kid. Pappyland and Mark Kistler's Imagination Station.

I know there is this one bearded guy after Bob Ross who does stuff on PBS here. He does more nautical themed, instead of Happy trees.

Take Hart/Hart beat - Two fondly remembered kids show about art hosted by the Tony Hart, art Attack and Smart were similar, it wasn't just paintings though.
Watercolour challenge - Three contestants try to paint the best watercolour of a landscape, it wasn't all that great but as a daytime show it was better than the usual property programmes.

Art Attack (all forms of Art really)
and the Australian Mr. Squiggle. It wasn't so much of a painting show than a drawing show, but still...
