I was watching In Your House No Way Out 1998 the other night (don't ask me why) and they came to a backstage promo with the Nation of Domination. The promo was for a nothing 5 man tag match but featured one of the most extraordinary promo's I've seen.
Basically the promo began with the interviewer asking a question to "the leader of the Nation" whilst pointing the mic at Farooq. Before Farooq could get a word in edge ways the Rock snatches the mic and starts talking, only for Farooq to snatch it back and tell him to shut it.
And then for the rest of the promo whilst Farooq speaks cliched nonesense about "leaving no men untested" The Rock stands in the background mugging it up for the camera and pulling sarcastic faces, to the point where you completely ignore the guy who's actually speaking.
So that got me thinking, can anyone else name any brilliant promos where the wrestler didn't or barely spoke? lets here it for the less is more approach

I doubt it's "the best", but it's hard to remember many times like this worth mentioning.
That backstage segment where Maryse was holding the belt while being interviewed, and CM Punk was in the background with his MITB briefcase repeatedly looking back and forth from her belt to the briefcase.

Fantastic one! I think a fun one was Edge with his Wayne's World style signs while talking to Kurt Angle, making a fool of him.

I think this has to begin and end with the Randy Savage/Elizabeth reconciliation at WM7. The entire story was told with just emotions and body-language and was all that needed to be said.

Eddie Guerrero - Smackdown May 2005. This was the only time I ever saw Eddie Guerrero live and he came out with Rey's mask and continued to look at it. He threw it to the ground in the ring, stepped on it and left. This. Quite possibly the best promo I've ever seen and he never had to say a word.

There were several moments in Brian Pillman's run with the Hart Foundation where Pillman never said a word during a Bret/Jim/Owen interview segment...just mugged it up in the background, like the OP was talking about Rocky doing to Faarooq. And just like Rocky, Pillman stole every one of those segments.
Ditto for Goldust, who has FANTASTIC facial expressions, and whose "teeth snap" taunt is one of the most comic, and sometimes disturbing, ways to end interviews I have ever seen.

How on EARTH could I ever forget Goldberg's early silent promos? Those were some of the coolest things around at the time. They really sold Goldberg as this no nonsense badass who could care less about entertaining on the mic. He was there to kick ass and take names.

Also Punk walking inbetween a Morrison/Jericho brawl just to look at them both shrug his shoulders and continue walking, always found that funny. ;D
