We all know that Cena is the golden boy cash cow for the WWE. I submit that even if he were out of title contention for a while, he'd still pay the bills and then some. With that in mind, I submit this:
Next time Cena drops the strap, have him chase the title holder across three PPVs, with the last one having a stipulation that if he loses, he goes to the bottom of the list, and he has to defeat everyone in the locker room to re-earn his place in the title picture. He loses, and it sets up the John Cena Journey. Before his first match, it's announced that anyone in the locker room that beats Cena gets a title shot. Make the matches a struggle. Have Cena lose a few times, and not because he decided he wanted to get back in the title picture as fast as he could, so he booked himself in four matches that night. I'm talking believable wins here. And as a kicker, once he finally beats the US champion, the WWE champion comes out and says he has...one more opponent...HORNSWOGGLE...in a submission match...next week on Raw (I'm hearing Orton's voice on this one). Adds to the drama. I'd say the John Cena Journey takes no less than three months. But in that three months, you take your biggest face of the company and use him to put a spotlight on the guys who are good enough to be in the main event scene, but just aren't allowed to break through the glass ceiling.

Not a bad idea at all. You lost me on the whole Hornswoggle thing, but aside from that I think it could work. If anything it will keep Cena busy without having him become stale (or at least anymore than he is). It's a pretty unused storyline so it'll be fresh... that is if they don't do it for 2 weeks with Cena destroying the whole locker room within 2 matches

Yeah I love/hat this idea.
Drop Hornswoggle, but instead use a new acquisition or someone that cpould be a legit threat.
Unfortunately......I see this as a way to bury the entire roster in the span of a few months or weeks and instead of booking Cena as a legitimate underdog, the matches would probably devolve into glorified squashes after a time.

Make the timeline a year, and make it so that the guys that get the title shots against the champ at that time put on solid to really good matches for their title shots, and you could really be onto something.

What, you guys don't want to see Hornswoggle tap out? I for one would love to see him in pain.
It would take him probably 6 months to go through the roster if he did it once a week. The entire idea of this is to make him have a hard time getting through the roster. From a booking standpoint, he's a multi-time champion, so he should be winning against midcarders, but by making the matches tough, and having him drop a few, you can make the entire midcard look strong.

Under normal circumstances, I'm not so sure about this, but Raw's mid-card is so fragmented right now that even something like this (where Cena is likely to go through quite a few guys) would be a great idea.
You know, off the top of my head, Jack Swagger's match against Cena was huge for him. The crowd was really into it and it got Swagger a lot of momentum as a heel. He lost the match in the end, but it was extremely competitive and he was booked very well so that he didn't just look like a regular opponent, but instead as a serious champion who could go toe-to-toe with anyone. The match worked well because it wasn't one-sided. Now if they did more matches of this nature (not all necessarily against Cena) then I think it'd really be a big deal for each person involved.
